Srinagar, May 13: J&K Legislative Assembly Speaker Advocate Abdul Rahim Rather today constituted several Financial and House Committees for the year 2026-27, nominating members from treasury and opposition benches to oversee financial scrutiny, legislative business and administrative functioning of the House.
According to notifications issued by the J&K Legislative Assembly Secretariat, the Committee on Public Accounts will be headed by Surjeet Singh Slathia.
Other members of the panel include Mubarik Gul, Tariq Hameed Karra, Shamim Firdous, Qaysar Jamshaid Lone, Altaf Ahmad Wani (Kaloo), Abdul Majeed Bhat (Larmi), Ranbir Singh Pathania, Choudhary Mohammed Akram, Vikram Randhawa and Tanvir Sadiq.
Nazir Ahmad Khan (Gurezi) was appointed chairman of the Estimates Committee. Its members include Sham Lal Sharma, Ghulam Ahmad Mir, Balwant Singh Mankotia, Ali Mohammad Dar, Javid Hassan Baig, Mushtaq Guroo, Irshad Rasool Kar, Sajad Shaheen, Sunil Bhardwaj and Payare Lal Sharma.
Mir Saifullah will head the Committee on Public Undertakings. Other members are Ajaz Ahmed Jan, Pawan Kumar Gupta, Dr Shafi Ahmad Wani, Rajiv Jasrotia, Saif-ud-Din Bhat, Mian Mehar Ali, Reyaz Ahmad Khan, Arjun Singh Raju, Mohan Lal and Rafiq Ahmad Naik.
The notification stated that although elections to the three financial committees had been scheduled earlier under the principle of proportional representation through single transferable vote, no nominations were filed by political parties within the stipulated time.
It said a consensus was later evolved among legislature parties to nominate members instead of holding elections.
The Speaker also constituted the Committee on Environment with CPI(M) leader M.Y. Tarigami as chairman.
Other members are Prof Gharu Ram, Sajad Gani Lone, Baldev Raj Sharma, Daleep Singh, Showkat Hussain Ganie, Javaid Ahmad Mirchal, Dr Sajjad Shafi, Salman Sagar, Javaid Riyaz (Bedar), Dr Rameshwar Singh and Devyani Rana.
Muzaffar Iqbal Khan was named chairman of the Committee on Subordinate Legislation.
Members include Shakti Raj Parihar, Dr Bashir Ahmad Shah Veeri, Irfan Hafiz Lone, Hilal Akbar Lone, Bharat Bhushan, Peerzada Feroze Ahmad, Khursheed Ahmad Sheikh and Aga Syed Muntazir Mehdi.
Justice Hasnain Masoodi will head the Committee on Privileges. Other members are Peerzada Mohammad Syed, Dr Bashir Ahmad Shah Veeri, Showkat Hussain Ganie, Zafar Ali Khatana, Vijay Kumar, Rajeev Kumar and Darshan Kumar.
The Committee on Petitions will be chaired by Peerzada Farooq Ahmad Shah.
Members include Mir Mohammad Fayaz, Javaid Riyaz (Bedar), Dr Sajjad Shafi, Sheikh Ahsan Ahmad (Pardesi), Dr Narinder Singh Raina, Yudhvir Sethi, Javaid Iqbal and Shagun Parihar.
Ali Mohammad Sagar was appointed chairman of the Committee on Government Assurances.
Other members are Ghulam Mohi-ud-Din Mir, Chander Parkash, Dr Devinder Kumar Manyal, Sheikh Ahsan Ahmad (Pardesi), Iftkar Ahmed, Waheed-ur-Rehman Para, Mehraj Malik and Shabir Ahmad Kullay.
Nizam-ud-Din Bhat will chair the Ethics Committee. Members include Ghulam Mohi-ud-Din Mir, Salman Sagar, Zafar Ali Khatana, Peerzada Feroze Ahmad, Hilal Akbar Lone, Kuldeep Raj Dubey, Satish Kumar Sharma, Surinder Kumar, Randir Singh and Arvind Gupta.
The Speaker will serve as ex-officio chairman of the Library Committee, whose members are M.Y. Tarigami, Peerzada Mohammad Syed, Peerzada Farooq Ahmad Shah, Iftkar Ahmed, Javaid Iqbal, Kuldeep Raj Dubey, Satish Kumar, Darshan Kumar, Vijay Kumar and Aga Syed Muntazir Mehdi.
The General Purposes Committee, also to be headed ex-officio by the Speaker, includes Leader of Opposition Sunil Kumar Sharma, Surjeet Singh Slathia, Mir Saifullah, Nazir Ahmad Khan (Gurezi), Ali Mohammad Dar, Nizam Uddin Bhat, Yudhvir Sethi, Dr Rameshwar Singh and Randir Singh.
The Rules Committee will comprise Sunil Kumar Sharma, Ali Mohammad Sagar, Mubarik Gul, Justice Hasnain Masoodi, Muzaffar Iqbal Khan, Dr Narinder Singh Raina, Arvind Gupta and Surinder Kumar, with the Speaker as ex-officio chairman.
The House Committee, also headed ex-officio by the Speaker, includes Chander Parkash, Dr Devinder Kumar Manyal, Shakti Raj Parihar, Mir Mohammad Fayaz, Javaid Ahmad Mirchal, Khurshied Ahmad, Irfan Hafiz Lone, Shagun Parihar, Shabir Ahmad Kullay and Mehraj Malik.
The notifications stated that all committees will function till March 31, 2027.
