JAMMU, Nov 26: President of the Association of Recognized Colleges of Health Sciences (ARCHS), Jammu & Kashmir, M S Katoch, today met Union Health Minister J P Nadda and apprised him of important issues being experienced by nursing institutions in J&K following the implementation of the Indian Nursing Council (INC) Act after the abrogation of Article 370.
During the meeting, Katoch highlighted that the incorporation of INC Act marks a significant step in bringing uniformity, enhanced standards, and national-level benchmarking to nursing education. The Association emphasized that the institutions of J&K are fully aligned with the vision of improving academic and professional standards. However, due to the abrupt transition from State-based regulations to national norms, certain procedural and administrative challenges have surfaced, which require supportive intervention for smooth implementation.
Among the concerns shared, the President noted the need for clarity and grant of suitable time period for compliance for institutions that were established and approved under the erstwhile J&K State Nursing Council. It was conveyed that some institutions are facing technical and procedural difficulties while transitioning to the new regulatory framework.
He also referenced the recent directions passed by the High Court of Karnataka which clarified that the INC, being an advisory body, does not possess statutory authority to grant or withdraw recognition of nursing institutions. This legal position was shared only as a point of reference, with the assurance that the Association seeks harmonious coordination among all regulatory bodies.
Nadda gave a patient and encouraging hearing to the delegation and acknowledged the vital role played by nursing colleges in J&K in producing skilled paramedical and nursing professionals over the years. He assured that the Ministry is committed to ensuring that institutions do not face undue hardships during the transition and that genuine concerns will be examined sympathetically in consultation with the relevant authorities.
