JAMMU, Oct 10: All J&K Retired Police Personnel Forum has appealed to the Government and Police Department to redress their issues on priority basis otherwise an agitation will be launched.
A handout issued by Sat Paul Sharma, President of the Forum said that during the implementation of Fifth Pay Commission, J&K Government degraded the pay scale of ASI/HCs thereby causing notable financial loss to the concerned police personnel. A writ petition in this connection was lodged before High Court Jammu and in the reply to said writ petition, Government replied that a Pay Anomalies Committee headed by Home Secretary has been constituted to look into the issue. In the report submitted by said Committee, it was mentioned that the notionally benefit and monitary benefit needs to be granted to police personnel of aforesaid ranks, he added.
He stated that in the order passed by the Government, the benefit of Fifth Pay Commission was granted from October 17, 2014 instead of January 1, 1996. Consequent upon the approach of Forum before DGP J&K to resolve the issue, the matter was taken up with the Home Department wherein up-gradations of pay scale with retrospective effect i.e. January 1, 1996 was recommended.
Sharma informed that in the recent proceeding, Finance Department has issued a UO letter No. A/2(2012)/183 dated 23.6.2015 to Home Department and subsequently Home Department endorsed to PHQ with the directions to work out financial implications involved in the aforesaid up gradations. PHQ J&K Srinagar further issued directions to all DDOs alongwith proforma to work out financial implications. The DDOs have submitted the reply to PHQ, he added.
He requested DGP to look into the issue and take required steps to proceed further into this matter and also redress the other issues including enhancement of honorarium of SPOs, full pension to the NOKs of martyrs and 15 per cent reservation in Police Department and 5 per cent in civil departments to the wards of police personnel.
