JAMMU, Dec 22: The executive meeting of All Jammu Kashmir and Ladakh Teachers Federation (AJKLTF) was held here today under the aegis of Akhil Bhartiya Rashtriya Shaikshik Mahasangh (ABRSM).
The meeting was chaired by Mahendra Kapoor, Rashtriya Sangathan Mantri of ABRSM and attended by all the executive members as well as Presidents and Secretary from all the Districts.
During the meeting, all members alleged that the teaching fraternity working in Jammu and Kashmir was always betrayed , befooled and exploited for decades by the successive Governments . After Reorganization of J&K into UTs of J&K and Ladakh , the people in general and teaching fraternity in particulars have lot of hopes from the Union Government, they added.
They said that the teachers of J&K and Ladakh UTs are placed in lower pay scales than their counterparts of the Central Government. “The teachers placed in pay scale with grade pay of Rs 2800/– whereas their counterparts are paid Rs 4200/– as grade pay . Similarly Master grade pay is Rs 4280/- whereas their counterparts are paid Rs 4600/– as grade pay in Central Government,” they explained and demanded Central pay scales for all cadres of teaching fraternity in the UTs of J&K and Ladakh.
There is also discrimination in promotions also. Many Teachers/Masters have been promoted as Incharge Lecturers/Incharge Headm-asters /Incharge Principals/ Incharge ZEOs/Incharge CEOs, etc in their own Pay and Grade but not regularised on these posts for many years . Now their charge allowance is also being stopped, the meet said.
The other issues discussed in the meeting, included conduct of ‘Kartavya Bodh Diwas’ programmes at Zonal level in all Districts of Jammu Province for awareness of Teachers and citizens towards their duties and responsibilities towards the society and nation .
The met also lamented that DPC of Teacher to Master grade was not conducted since Feb 2014 even as rules says that the DPC should be conducted twice a year. Some participants of the meet said that many primary schools were upgraded as Upper Primary (Middle) levels without sanctioning of post of Master grade in these schools .
The meeting was attended by Dev Raj Thakur, Rattan Sharma, Darshan Bharti, Shiv Dev Singh, Neeraj Sharma, Kartar Chand, Radha Krishan and others.
