JAMMU, Jan 30: The officers of 18 services (Promotee), who have framed a group under the leadership of Under Secretary Ghulam Rasool Mir, today reiterated its resolve to continue struggle for safeguarding interests of the officers falling in the feeding service of KAS Cadre.
The group met here, today, in the back-drop of the KAS induction, presently under consideration of the Government and discussed in detail the ratio of the total KAS slots and the slots so for allotted to direct recruits and promotee group. It was informed that out of total 740 slots of KAS, the 50:50 share goes to the promotees and direct recruits.
They informed that earlier most of the officers were inducted into KAS cadre by using the quota slots of other departments. They also appealed the Governor, Advisors to Governor, Chief Secretary and Commissioner/Secretary to General Administrative Department to personally look into the matter so that rights and genuine issue of KAS cadre officers may be resolved in a transparent way strictly.
In this context, it was also informed that the modus operandi adopted by the GAD earlier has diverted the quota meant for the promotees to the officers falling under direct quota. The aggrieved officers (promotees) demanded implementation of Govt Order No. 107-GAD of 2002, which states that “No quota be diverted from one source of appointment to another and wherever it has been diverted the same should be restored to such source in future”.
Earlier, there are several examples where the slots meant for Information Department (promotees) have been diverted to other source (direct quota) just to benefit particular service creating a sense of despair among the officers of the department.
The president, while discussing the issue, exhorted upon the officers (Promotee group) to unite and struggle for their share in KAS inductions. He suggested that a team of officers of 18 services will meet the Chief Secretary for getting the pending slots of (Promotee group) restored/allotted in order to balance the slots in KAS cadre.
The president said that the matter would be brought in the notice of Governor, the Advisors and the Commissioner Secretary GAD as well.
