After 10 years, MHA clears decks for induction of 28 officers into IPS

Posts for 4 years from 2010-2013 approved

31 posts from 2014-2020 to get nod soon

JAMMU, Mar 5: After 10-year long wait, the Union Ministry of Home Affairs has reportedly set the process in motion for induction of Jammu and Kashmir Police Services (JKPS) officers into the Indian Police Services (IPS). To begin with, the induction quota of four years from 2010-14 has been approved accounting for 28 posts while 31 posts of remaining six years will be cleared after certain clarifications on J&K quota.
Official sources told the Excelsior that following clearance of all disputes of seniority and other legalities, the Home Department of Jammu and Kashmir Government has initiated the process for induction of JKPS officers into IPS which was pending for last 10 years leading to stagnation and resentment among the officers as number of them were working as SSPs even after 21 years of service or more.
“The Union Ministry of Home Affairs has finally approved 28 posts for four years quota for induction of JKPS officers into IPS. Eight posts for induction have been approved for the year 2010 and 2012, three for the year 2011 and nine for 2013,” sources said, adding the inductions from 2014 to 2020 have been kept pending for the time being as the Department of Personnel and Training (DoPT) has changed induction ratio of Jammu and Kashmir from 50:50 to 67:33.
Sources said if the induction for six years from 2014-2020 is approved on 67:33 basis, the quota will be around 31 seats. The MHA will, however, finalize quota of IPS induction seats for Jammu and Kashmir from the years 2014-2020 after consultations with the DoPT which had stopped 50:50 ratio of J&K recently to bring the Union Territory at par with other States and UTs where the quota ratio was 67:33.
“However, at the same time, the Jammu and Kashmir Government was going to hold Cadre Review of both IAS and IPS, which will increase total posts and accordingly induction quota of JKPS officers into IPS will also go up,” sources said, adding that in any case minimum 31 JKPS officers will be inducted into IPS from the years 2014-2020, which will be in addition to 28 seats which were being filled for four years from 2010-13.
Last induction of JKPS officers into IPS was conducted in 2014 and the seats were filled up to the year 2009. However, since then the inductions couldn’t take place due to litigations which delayed publication of seniority list of the JKPS officers.
However, after all litigations were settled, the Home Department of Jammu and Kashmir Government had published seniority list of the JKPS officers and initiated the process to clear pending posts of induction of JKPS officers into IPS.
“Induction of 28 JKPS officers into IPS was expected to be done shortly now,” sources said, adding this will settle long pending demand of the JKPS officers who were feeling stagnated as some of them couldn’t be promoted as DIGs even after 21 years of services notwithstanding the fact that there was shortage of DIGs in the Union Territory and some officers in the rank of DIG were holding charges of two Zones.
They added that induction of JKPS officers into IPS will lead to their promotion as DIGs especially those who have completed mandatory service for the post of DIG and taking into account available posts which will overcome shortage in the rank of DIGs.
Simultaneously, according to sources, the Union Government was also planning Cadre Review of IAS and IPS officers which will increase total posts of the twin Services as the review hasn’t been conducted for past several years. Increase in the posts will also hike quota of local JKAS and JKPS officers for induction into IAS and IPS.
It may be mentioned here that the Department of Personnel and Trainings (DoPT) headed by Union Minister of State in the Prime Minister’s Office (PMO), Dr Jitendra Singh has already directed the Jammu and Kashmir Government to hold Cadre Review of IAS to increase strength of the officers as youngsters from J&K clearing the Union Public Services Commissioner (UPSC) exams were not getting their home State earlier due to shortage of posts.
However, from the current year, the DoPT has already abolished Jammu and Kashmir cadre and merged it with the AGMUT cadre for Union Territories.
