Addl charge menace renders Labour Deptt headless

SRINAGAR, Dec 27: Labour Department’s Kashmir division has been rendered headless as the officer heading the department in the Valley has been given two more additional charges making it difficult for the functioning of the department to remain up to the mark.
Deputy Labour Commissioner (DLC), Kashmir has been given the additional charges of Joint Director Tourism and Labour Commissioner (Central), due to which the works at the parent Labour Department has taken a hit and has rendered the department virtually headless.
As per sources, the Government has so far failed in filling up the post of DLC due to unknown reasons and now that the DLC is looking after the works of other departments, there is a need to fill up the post and bring in someone to look after the works. “The present official is literally trying to look after three departments at one time, which is not humanely possible,” an official said.
The post of DLC which is to be filled up by the General Administration Department (GAD) has exhibited lackadaisical approach in filling up the vacancy after the official holding the post was given the charge of Joint Director Tourism more than one year ago. Since then the administration, particularly, the GAD has not bothered to fill up the vacancy so that the department could have a full time head.
Labour Commissioner, J&K Abdul Rashid War told Excelsior that the matter has been taken up with the GAD and it has been asked to fill up the vacancy in the department after the official was given the charge of Joint Director Tourism.
He added that the staff of the Labour Department that was stationed in other states is also reporting back to the parent department. “…the movement of that staff will also help in putting the things in place here in Kashmir,” he said.
The problems faced by the Labour Department are multifaceted. The issue is not only the absence of the head of the department in the Valley, but also the lack of grassroots staff which is instrumental in the implementation of various laws.
