In a judgment passed by the State High Court in February this year, the State Government was directed to stop ad hoc appointments and regularize the incumbents at higher posts for which they were qualified. Contrary to the court orders and contrary to the norms of good governance, PWD and several other Government Departments continued to follow the policy of ad hoc-ism and stop gap arrangement instead of doing justice to the incumbent for the higher position. Disappointed at irresponsible attitude of the administration, the Court has directed the Chief Secretary to file an affidavit declaring that earlier orders of the court in regard to not making ad hoc appointments have been implemented.
This is not the first instance of its kind. The High Court has in the past also passed strictures against the administration for adopting irresponsible and lackadaisical attitude towards its orders and instructions. Resorting to ad hoc and stop gap policy is giving space to corruption. We appreciate Honourable High Courts insistence that ad hoc-ism should be discarded once for all and fair deal given to Government functionaries at all levels.
