JAMMU, Mar 1: Monthly meeting of All J&K Plus-2 Lecturers’ Forum was held under the chairmanship of its President Deepak Sharma, in which various issues pertaining to Plus-2 Cadre were discussed threadbare.
Deepak Sharma urged Lt Governor G C Murmu for his personal intervention to grant sanction to Time Bound Promotion/Assured Career Progression Scheme (ACP) in favour of 10+2 lecturers i.e three Time Bound Promotions from level 9/GP 5400 to level 13/GP 8700 within a time span of 20 years on the analogy of their other gazetted counterparts in UT of J&K to remove age long stagnation.
Forum assailed Govt for failing to complete regularisation process of all Incharge officers of Education Deptt and demanded the same for all left over incharge incumbents/retirees right from incharge lecturers to Joint Directors and further demanded that requirement of vigilance clearance/integrity certificates in case of retirees and those who have left for heavenly abode should be done away with and Government should not add further salt to wounds of those who have retired from active service/life with dignity and honour in incharge capacity. Forum also demanded addressing of all legal hurdles on fast track basis and expediting of release of list of Senior Lecturers as per 1/3rd cadre strength.
The Forum also demanded charge allowance in favour of all placements. Members present also demanded revocation of discrminatory SRO-202 for all Cadres including Plus-2 Lecturers and instead suggested framing up of a policy of tenure of one year only in all Hard areas on the analogy of Ladakh region. Speakers also demanded promotion of Principals and recruitment/ promotion of lecturers on priority basis as many institutions are headless and lack subject experts which is affecting teaching learning process badly.
Forum also demanded either fixation of induction quota in favour of Plus-2 Lecturers or repatriation of Joint Directors from KAS Cadre working in Education Department to their parent departments.
The meeting was attended by N S Jamwal, Anil Sharma, R S Slathia, Pardeep Singh, Sanjay Bhagat, Dr Ashok, Anwar Khan, Sanjeev Badyal and others.
