This is in reference to editorial “Awards announced but not Given” (Daily Excelsior 28/01/2020). J&K is the only place where state awards are announced but not given during public functions like Independence day or Republic day. I do agree with the editor that holding of award giving ceremonies are equally important as are making announcements for these awards through press. The selection of awardees for state awards must also be transparent as Government on many occasions has awarded those persons who have not done any exemplary work. These people have been given awards in past because of their political connections or having remained close to top bureaucracy of J&K. Infact senior bureaucrats on many occasions recommend their own colleagues for these awards which is not at all acceptable. A committee headed by a sitting High Court Judge must do the selection for state awards instead of asking IAS officers to make the selection ?
