Owners of Army requisitioned land urge PM for disbursement of arrears

JAMMU, Nov 5: Owners of Army requisitioned land at Kharia in R S Pura , Jammu have urged the Prime Minister to issue directions for disbursement of the arrears of rent as well as final award of their land without further loss of time.
In a letter to the Prime Minister and other Governmental authorities, these people have submitted that they are the refugees of POK and settled in village Kharia where they were allotted land. This land was requisitioned and taken over by the Army in 1971. The said requisitioned land is abutting the Jammu city Municipal limits and leading to Jammu Airport, which is only one – two Km away from the village. Further this land is surrounded by many shops on both the sides of it and thus this land totally falls in commercial area.
“The Government of Jammu and Kashmir under its Notification No DCJ/SP/Stamp-Duty/2018-19/7001-45 dated 31.12.2018 by virtue of which the cost of commercial land in this locality has been fixed minimum at Rs 15 lakhs per kanal. But the prevailing rate is more than 75 lakhs per Kanal.
They pointed out that due to delay in disbursement of final award to them, not only they are suffering financially but the Ministry of Defence is also suffering loss of Rs 36 lakhs per kanal, per year, which is accruing at the rate of 12 percent per annum under the provision of section 30 sub sec (3) of the Right to fair compensation and transparency in land acquisition, rehabilitation and resettlement Act 2013.
In their letter, they further pointed out that corruption is the only cause for delaying the matter on part of Revenue department. The meager rent of their land was not reaching to them without bribe, as a result of which they had requested the then Revenue Minister for disbursing the rent online direct to their accounts but only one payment has been disbursed after this application, that too on receipt of RTI application. The payment has been withheld again and this time they have not responded despite directions from the State RTI Commissioner and further reminders, the villagers said.
They demanded that the directions may kindly be passed on to the concerned authorities to disburse the arrears of rent as well as final award without further loss of time, direct to their accounts on line.
