JAMMU, Aug 17: Six posts of Chief Engineers are lying vacant in the R&B Department as some officers are sitting on file just to accommodate their ‘favourites’.
Official sources told the Excelsior that the post of Chief Engineer Mughal Road, Sher-e-Kashmir University of Agricultural Sciences and Technology- Jammu, another post of Chief Engineer in ERA Jammu, Chenab Valley Power Project Corporation, post of Development Commissioner Power which is equivalent to the post of Chief Engineer and another new post of Chief Engineer R&B created for Ladakh Division, were lying vacant for the last few months.
Sources further revealed that post of Chief Engineer ERA is lying vacant since May 2019 and in SAKUAST Jammu since April this year. The work in these two wings has been affected with the delay in posting of Chief Engineer besides several other departments/ wings. Moreover, the post of Chief Engineer (R&B) for Kargil and Leh districts (Ladakh division) was created about two months ago and that too, was not filled up till date due to the reason best known to the people at the helm of affairs.
There are total 12 posts of Chief Engineers in the R&B Department and fifty percent have been left vacant. It has been learnt that one senior most Superintending Engineer is going to be retired within one month. Another post of Chief Engineer in JKPCC is also going to be fall vacant on August 31, 2019 with the retirement of RK Makru. The delay is being caused deliberately just to accommodate two ‘blue eyed’ engineers who are next in the line for promotion.
Sources said that Des Raj , Superintending Engineer R&B Circle Udhampur is at serial number one, SE PMGSY Doda-Ramban Dinesh Pampal at serial number two, Supt Engineer Police Housing Corporation Bachan Lal at third place, Supt Engineer PMGSY Baramulla Roop Lal at fourth place, SE PMGSY Reasi Manzoor Ahmed at serial number five while Supt Engineer R&B Srinagar, Majid Khan at sixth place. If these people are placed against the available posts, the favourites may not find opportunity to be placed as Chief Engineers. A few senior officers were allegedly sitting on the file and causing delay in the process, the sources maintained.
Commissioner/ Secretary, R&B Khursheed Ahmed Shah when contacted denied allegations of deliberate delay to favour `some one’. He said these six posts lying vacant in the department, are being filled up shortly.
“If things go well the posts will be filled by next one week. But in view of the present situation in the State, nothing can be firmly said. We are going to fill up the newly created post of Chief Engineer for Ladakh Division as well,” Shah added.
