JAMMU, July 13: National Lok Adalats, 2nd in the series of 2019, were held in all the courts across the State including both wings of the High Court of J&K today under the aegis of National Legal Services Authority.
The National Lok Adalat was held under the guidance and supervision of Justice Gita Mittal Chief Justice High Court of J&K, Patron-in-Chief J&K State Legal Services Authority and under the guidance of Justice Rajesh Bindal, Judge High Court of J&K and Executive Chairman J&K State Legal Services Authority.
Mohammad Akram Chowdhary, Member Secretary J&K State Legal Services Authority, on the basis of information collected from all the courts, disclosed that the Lok Adalat was organized in all the court complexes of three divisions—Jammu, Kashmir and Ladakh.
“A total of 19686 cases taken up by 133 benches in the day long Lok Adalat at various courts across the state, out of which 12884 cases were disposed off and an amount of Rs 54,04,22,009 approximately was awarded as compensation/settlement amount in Civil, Criminal, Labour Disputes, Electricity and Water Bills cases, Land Acquisition, Family Matters, Cheque dishonour and Bank Recovery Cases”, Chowdhary informed.
National Lok Adalat was today organized at both wings of High Court J&K in the ADR Centres High Court Complex, Srinagar and Jammu.
The National Lok Adalat was organized under the patronage of Justice Gita Mittal, the Chief Justice, High Court Jammu and Kashmir and Patron-in-Chief, J&K State Legal Services Authority, under the guidance of Justice Rajesh Bindal, Judge, High Court of J&K and Executive Chairman, J&K State Legal Services Authority, and under the supervision and special guidance of Justice Ali Mohammad Magrey, Judge, High Court of J&K and Chairman J&K High Court Legal Services Authority.
Total 285 post-litigation and 175 pre-litigation cases of different nature like MACT cases, Bank cases, services writ matters, Criminal Compoundable cases, 138 Negotiable Instruments Act, 561-A CrPC cases and more were listed before the National Lok Adalat.
In both the wings of the High Court, 31 cases which included MACT Cases (3), Bank Cases (Recovery) Pre-Litigation (16), Services Writ Petition (8), Criminal Compoundable Cases (2), Other Civil Cases (2), were settled today. Besides, compensation of Rs 64,50,000 was also awarded during the Adalat.
National Lok Adalat held at District Court Complex, Janipur. Comprising ten benches, the Lok Adalat took up 4685 cases and disposed of 4164 cases with a settlement amount of Rs 37,29,62,587. The Lok Adalat was held under the chairmanship of Chairman, District Legal Services Authority (Principal District and Sessions Judge) Jammu, Vinod Chatterji Koul, and under the overall supervision of Secretary District Legal Services Authority, Naushad Ahmed Khan. Lok Adalat Benches were also constituted at Tehsil Headquarters at Akhnoor, Bishnah, and RS Pura which were presided over by respective Chairman, Tehsil Legal Services Committees.
A National Lok Adalat was organized in District Courts Poonch under the chairmanship of Madan Lal, Chairman District Legal Services Authority (DLSA) Poonch. At District HQ, two benches were constituted. First bench was presided over by Madan Lal Chairman DLSA (Principal District and Sessions Judge) Poonch and assisted by Javed Rana Secretary DLSA, DMM (T) Poonch. The second bench was presided over by Som Lal CJM Chairman TLSC Poonch. At Surankote bench was presided by Ashan-ul-Haq Malik Sub-Judge (Chairman TLSC Surankote) and assisted by Shafiq Ahmed Additional Mobile Magistrate Surankote Poonch. At Mendhar, the bench was presided by Raj Kumar (Chairman TLSC Mendhar) and assisted by Advocate Shoket Ahmed Choudhary and Advocate Shafiq Khatana. A total of 387cases were taken up out of which 336 cases were settled. In MACT, 5 cases were settled, 19 criminal cases and 18 civil cases were also decided and total amount settle of Rs 37,38,627.
District Legal Services Authority Reasi under the chairmanship of Kamlesh Pandit (Principal District and Sessions Judge) Chairman District Legal Services Authority Reasi organized National Lok Adalat. In National Lok Adalat, 393 cases of different nature were taken up and 202 cases were settled and settlement amount of Rs. 2438843.00 was awarded. Four benches were constituted during the Lok Adalat. The first bench was presided over by Kamlesh Pandit, District Judge Reasi who was assisted by Rimpi Rani, Munsiff Reasi, second bench was presided over by AS Langeh, Sub Judge, CJM Reasi who was assisted by Anjum Ara, Secretary (Sub Judge), District Legal Services Authority, Reasi, and Assma Choudhary, Additional Special Mobile Magistrate Reasi, the third bench was presided over by Romesh Lal, Sub-Judge Katra who was assisted by Sunil Kumar, Munsiff Katra and fourth bench was presided over by Rajeev Kumar Munsiff Mahore who was assisted by BDO Mahore, Naib Tehsildar Mahore and President Bar Association Mahore.
District Legal Services Authority in collaboration with Tehsil Legal Services Committee, Kishtwar organized a National Lok Adalat in the District Court Complex Kishtwar, under the chairmanship of Sham Lal Lalhal, Principal District and Sessions Judge Kishtwar. Three benches conducted the National Lok Adalat wherein the first bench comprised of Principal District and Sessions Judge Kishtwar and Suman Bhandari Advocate Kishtwar, the second bench comprised of Sudhir Kumar Khajuria, Chief Judicial Magistrate (Sub-Judge) Kishtwar and Pavita Kiran Badyal, Advocate and the third bench comprised of Munish K Manhas Munsiff/JMIC Kishtwar and Anjali Gulati, Advocate. As many as 354 cases were referred to National Lok Adalat, out of which 222 cases were amicably settled and an amount of Rs.10,35,000 was awarded to the parties in MACT cases.
National Lok Adalat was organized by the District Legal Services Authority, Bhaderwah (Doda) under the chairmanship of MK Sharma, Chairman, DLSA (Principal District and Sessions Judge), Bhaderwah. The Lok Adalat comprised of 5 benches. A total of 312 cases were taken up, out of which 90 cases were disposed and an amount of Rs 62,71,385 was settled in the MACT cases, bank recovery and other criminal compoundable cases.
National Lok Adalat was held at District Court Complex Rajouri under the chairmanship of Shahzad Azeem, Principal District and Sessions Judge Rajouri. Three benches were constituted on the occasion. The first bench was headed by Shahzad Azeem, Principal District and Sessions Judge Rajouri and assisted by Rajesh Sharma, Advocate, while second bench was headed by Meyank Gupta, District Judicial Mobile Magistrate Rajouri and assisted by Junaid Hussain Choudhary Advocate. The third bench was headed by Tehsildar Rajouri and assisted by Nissar Hussain Choudhary Advocate. Similar benches were constituted at Tehsil Level, which were headed by the presiding officers of the respective courts. A total of 525 cases were taken up out of which 338 cases were disposed off. An amount of Rs 7782150 settled. 20 MACT cases were also taken up and 10 were settled and an amount of Rs 76,75,000 was awarded as compensation.
National Lok Adalat organized by District Legal Services Authority was held at District Court Complex Udhampur. A total of 8 benches were constituted in the district. The first bench was comprised of ML Manhas (Principal District and Sessions Judge Udhampur), Vijay Luxmi (Advocate) and Shallu Khajuria (Advocate), the second bench comprised of Soba Ram Gandhi (Addlitional District and Session Judge Udhampur), BB Sharma (Advocate) and Kiran Chauhan (Advocate), the third bench comprised of Mohammad Rafiq Chak (Chief Judicial Magistrate Udhampur), Sanjeet Kumar (Advocate) and Akhil Dubey (Advocate), the fourth bench comprised of Sandeep Kour (Sub Judge) Secretary District Legal Services Authority Udhampur, JD Salathia (Bar President Udhampur) and Pawan Gupta (Advocate), the fifth bench comprised of Ajay Kumar (District Mobile Magistrate Traffic Udhampur), Kamya Singh Munsiff JMIC Udhampur and Advocate Pankaj Magotra, the sixth bench comprised of Archana Charak Sub-Judge Ramnagar and KD Sharma Retainer Lawyer, the seventh bench comprised of Priyanka Mahajan Munsiff Majalta and Advocate Mohan Lal Gupta and the eighth bench comprised of Amandeep Kour Munsiff JMIC Chenani, Tariq Mughal (Advocate) and Balwan Singh (Advocate). A total of 511 cases of different nature were taken up, out of which 275 cases were settled on the spot. An amount of Rs 73,10,000 was awarded as compensation in MACT cases while a total of Rs 4,98,370 was settled in various bank cases and 138 NI Act cases. Besides, fine amounting Rs 97,140 was realized in respect of various criminal compoundable cases and an amount of Rs 20,000 was settled in matrimonial cases.
National Lok Adalat was held in the premises of District Court Complex Kathua under the chairmanship of Pawan Dev Kotwal, Chairman District Legal Services Authority Kathua. In order to settle the cases in the National Lok Adalat two benches were constituted. The first bench comprised of Pawan Dev Kotwal, Principal District and Sessions Judge Kathua and Jatinder Singh Jamwal, Additional District and Sessions Judge Kathua, while second bench comprised of Yashpal Sharma, Chief Judicial Magistrate Kathua and Rekha Kapoor Nichal, Munsiff JMIC Kathua. The Lok Adalats were also held in Tehsil Legal Services Committees Hiranagar, Billawar, Basholi, Bani and Munsiff Mahanpur. Cases pertaining to criminal compoundable cases, MACT cases, Bank cases, Labour cases, Revenue and civil cases were taken up. Compensation worth Rs 73,60,000 was awarded in the MACT cases, and a recovery of Rs 36,40,154 was also made in favours of the Banks, under NI Act 138 of Rs 12,95,000 were settled. Compound money of Rs 1,25,000 was also realized on the spot. A total of 431 cases were taken up out of which 157 cases were disposed off.
National Lok Adalat was held under the chairmanship of Principal District and Sessions Judge Ramban, Kishore Kumar who is also the Chairman of District Legal Services Authority (DLSA). Two benches were constituted at District Court Complex Ramban. The main bench was headed by Principal District and Sessions Judge Ramban, Kishore Kumar and assisted by Secretary DLSA, Amit Sharma. One bench each for Batote, Gool, Banihal and Ukhral was also constituted. A total 1400 Cases were taken up out of which 1027 cases were disposed off. An amount of Rs 14,92,000 was released as compensation and fine.
National Lok Adalat was organized at District Court Complex Samba under the chairmanship of ML Sharma, Chairman DLSA, Principal District and Sessions Judge Samba. The first bench was headed by MK Sharma, Principal District and Sessions Judge Samba and assisted by KD Singh Advocate, the second bench was headed by Ajay Gupta Chief Judicial Magistrate Samba and assisted by Madhu Khajuria Additional Special Mobile Magistrate Samba, the third bench was headed by Swati Gupta, Secretary DLSA Samba and assisted by SK Khanmotra Advocate and fourth bench was headed by Pooja Raina Munsiff Samba and assisted by Jyoti Bhagat Additional Munsiff Samba. A total of 817 cases were taken up and 369 cases were disposed off and an amount of Rs 86,44,039 was settled.
National Lok Adalat was organized under the chairmanship of Principal District and Sessions Judge Srinagar, Abdul Rashid Malik at District Court Complex Moominabad, Srinagar. During the Adalat, 10 benches constituted took up a total of 3902 cases out of which 1984 cases were settled amicably. An amount of Rs 1,06,20,000 was awarded as compensation by MACT Srinagar. Similarly, during the Adalat, Rs 2,21,61,260 were collected as a settlement amount by the Bank Court, while as Rs 26,51,479 was awarded by consumer form as a settlement amount. Likewise, Rs 19,500 has been settled in labour disputes and Rs 3,66,100 was also collected as a fine by different benches in criminal compound cases.
National Lok-Adalat was held at Ganderbal and Kangan. Two benches were constituted at Ganderbal and one was constituted at Munsiff Court Kangan. The Lok Adalat was headed by Principal District and Sessions Judge Ganderbal.
A total of 313 pending and pre-litigation matters came up for expected amicable settlement before the benches, in which 146 cases were amicably settled on the spot. An amount of Rs 6,56,939 has been realized as a settlement amount.
National Lok Adalat was organized by District Legal Service Authority Baramulla under the chairmanship of District Principal and Sessions Judge Baramulla, Sanjeev Gupta whereas at Tehsil levels, it was organized by the respective Tehsil Legal Service Committees. The National Lok Adalats comprising of 10 different benches took as many as 1520 cases of varied natures, among which 1107 cases were settled amicably on the spot. Moreover, Rs 2,16,67,765 was realized as settlement amount.
In Uri, A National Lok Adalat was held in which 255 cases were settled. An amount of Rs 32.23 lakh was also awarded on the occasion.
National Lok Adalat was organized by District Legal Services Authority Anantnag under the chairmanship of Principal District and Sessions Judge Anantnag, Khalil Ahmad Chowdhary, who is also the Chairman of District Legal Services Authority Anantnag. Two benches were constituted at Anantnag where 557 cases related to MACT, civil, criminal compounding and matrimonial cases were taken up, out of which 250 cases were amicably settled. An amount of Rs 65,000 was realized on electric and traffic challans. Further an amount of Rs 68,79,000 was awarded in MACT cases and total amicable settlement was Rs 1,00,43,079. Likewise at Bijbehara, 105 cases were taken for the amicable settlement and an amount of Rs 21,300 was realized on electric challans.
National Lok Adalat was held at District Court Complex, under the chairmanship of Chairman District Legal Services Authority Shopian (Principal District and Sessions Judge). For the purpose, 12 benches were constituted in which 436 cases of different nature were taken up. Out of them, 359 cases were settled. During the proceedings, an amount of Rs 36,185 was recovered as fine whereas Rs 19,98,600 was recovered from the defaulters in bank recovery cases. Besides, an amount of Rs 13,14,650 was also realized in different cases which were paid to the beneficiaries.
At Pulwama, five benches were constituted—three at Court Complex Pulwama, one at Munsiff Court Pampore and one at Munsiff Court Tral. During Lok Adalat, 408 case of bank recovery, matrimonial, electric bills, labour disputes, MACT cases, NI act 138, other civil cases, traffic challans etc were taken up among which 300 cases were settled amicably and amount of Rs 74,43,199 was awarded.
District Legal Services Authority (DLSA) Bandipora organized a National Lok Adalat in District Court Complex Bandipora under the chairmanship of Principal District and Sessions Judge Bandipora, Syed Sarfaraz Hussain. A total of 114 cases were taken up in the Adalat out of which 59 cases were settled amicably and a settlement amount of Rs 17.52 lakh was awarded in various cases. Three benches were constituted in Bandipora district Court complex while, one bench was constituted at Sumbal. The cases taken up in the Adalat were related to MACT, Bank matters, civil and Matrimonial cases.
National Lok Adalat was held in District Court Complex Budgam besides other courts of district. Six benches were constituted during the Lok Adalat. The Lok Adalat was headed by Chairman District Legal Services Authority, Budgam Raja Showkat Ali Khan (Principal District and Sessions Judge Budgam). At least 800 different kinds of cases were taken up in the Lok Adalat in which 600 cases were settled amicably. An amount of Rs 10,54,450 was recovered in Bank cases and Rs 60,000 were recovered in electricity and water bills.
National Lok Adalat was held at District Court Complex Kulgam under the chairmanship of District Legal Services Authority (Principal District and Sessions Judge) Kulgam. Five benches were constituted, three at headquarter and one each at Qazigund and D H Pora. 287 cases, related to Bank recovery cases, MACT cases, Labour cases, family disputes, Municipality, NI Act Cases u/s 138 NI Act and Revenue cases were taken up, out of which 176 cases were amicably settled.
During the Lok Adalat, an award of Rs 12,98,000 was passed in favour of victims in MACT cases and an amount of Rs 25,28,250 was realized in different cases related to Bank cases and labour cases etc, and an amount of Rs 6,950 fine was imposed in Criminal RPC challan and Traffic Challan.
National Lok Adalat was held under the chairmanship of Chief Judicial Magistrate Sunil Sangra (Chairman TLSA) Handwara at court complex which was organised by Tehsil Legal Services Committee Handwara. 70 cases of various natures including Criminal, Bank cases, MACT cases, Matrimonial, Electricity and water bills, Revenue and other cases were taken up during the NLA for their settlement. 47 cases/disputes were examined and settled on spot amicably. Rs 13,97,272 was recovered as settlement amount including bank recoveries and Rs 5100 recovered as fine.
Under the chairmanship of the Chairman District Legal Services Authority (DLSA) and Principal District and Session Judge Kargil, Reyaz ul Haq Mirza, a National Lok Adalat was held in the Court Premises Kargil. As many as three benches were constituted at Kargil and one at Drass for disposal of various cases. 421 cases in total were taken up in the National Lok Adalat out of which 403 cases of different nature were settled amicably and an amount of Rs 14,49,999 was recovered as fine on spot while as an amount of Rs 6,39,549 was settled in bank recovery cases.
