Inquiry Committee gives clean chit to MVD Insp without hearing victim

Sexual harassment case in Jammu ARTO office

JAMMU, June 19: Inquiry Committee constituted by the Transport Commissioner, J&K, SP Vaid to probe the allegations of sexual harassment to a woman employee of his Department, has given a clean chit to the ‘accused’, blue eyed MVD Inspector, Chander Mohan placed in Jammu office of the ARTO (BOI).
It may sound incredible and amazing to many, but it is fact that the Committee led by Assistant Transport Commissioner (I/C ARTO), Swarn Singh exonerated the accused MVD Inspector without hearing the victim- a lady Senior Assistant, the then posted in the office of ARTO (BOI) Jammu. The senior officers at the helm of affairs instead of taking action against the ‘influential blue eyed Inspector’ having patronage of a few top officers, attached the victim to the office of Transport Commissioner.
While clarifying the sexual harassment report which appeared in a section of Press here today, Assistant Transport Commissioner, claimed that the committee set up by Transport Commissioner vide Order No. 64 TC of 2019 dated 27-05-2019, after inquiring into the matter submitted its report on June 6, 2019 with observations that, “ no prime facie case arises against the respondent.”
Swarn Singh further claimed that Department received complaint of lady Senior Assistant on May 14, 2019 vide No. 411-12/RTOPPA/2019 . The TC constituted committee on May 16. But the victim requested for re-framing of committee and after considering the request, another committee was framed on May 27, which submitted report on June 6. The committee absolved the MVD Inspector of the charges, he said.
The brother and husband of the victim, when contacted said that earlier, on May 11, a committee was set up by the RTO Jammu. When this committee was initiating probe, the TC framed another committee on May 16. The ‘ selective favourites’ were made the members of the committee, in sheer violation of the Section 4 of the Act.
“We are shocked, rather surprised to note that just to protect the `guilty’ blue eyed Inspector, the so called Committee under Transport Commissioner, J&K has delivered its observations, without listening to the victim. We are left with the only operation to knock the door of the Court to seek justice, as the accused also managed to influence Gandhinagar Police with the help of his `super boss’,” they maintained.
