KISHTWAR, May 16: Taking serious note of the complaints pertaining to absenteeism of employees, District Development Commissioner (DDC) Angrez Singh Rana today withheld the salaries of 78 Government employees for being unauthorized absent from their legitimate duties.
As per official spokesman, yesterday as per the directions issued by DDC, a surprise inspection of various Government offices and schools was conducted by Tehsildars and Naib Tehsildars and it came into the reports that various employees have been found to be unauthorizedly absent from duties.
“No proper procedure as envisaged in J&K Civil Services Leave Rules 1979 was followed by Head of the Offices and DDOs and leave applications of maternity and child care were accepted without being on prescribed forms and sanctioned in a very casual manner on written applications without any official sanction number and date”, he added.
The spokesman informed that it also came into the notice of the DDC that the employees leave their offices and schools without any proper relieving from their Head of the office and institution and whereabouts of these employees are doubtful for inspecting officers, adding that this was violation of the standing instructions for any Government servant on duties.
“On account of non-following of due procedure by Head of the Offices and Drawing and Disbursing Officers has resulted in lawlessness in the institutions where there is no track record of the movements of the officers and officials working under their administrative control”, the spokesman said, adding that DDC is keeping close vigil on the habitual and chronic offenders for whom cases will be recommended to the Government for termination of their services.
While acting tough against the erring employees and to curb the menace of absenteeism in the Government institutions, DDC Angrez Singh Rana withhold the salary of the 78 Government employees and designated District Officers as enquiry officer to conduct an in-depth enquiry into the matter.
The Enquiry Officer will submit the factual report to DDC by or before May 25, 2019 along with full justification and supporting record with respect to maintenance of leave account and entry of leave availed into the service books of the each of these employees, the spokesman said, adding that the Enquiry Officer will also recommend the penalty as warranted under rules against the officer and official who were found to be at fault so that further course of action will be initiated against them.
