SRINAGAR, Oct 25: Deputy Chief Minister, Tara Chand has asked the officers not to take up any work without approval of the competent authority and warned action against the officers violating the norms.
This was stated by the Deputy Chief Minister while reviewing the working of the departments under his control at an officers’ meeting held here today.
Minister of State for Housing and Urban Development, Nasir Aslam Wani was also present in the meeting.
Mr Tara Chand instructed officers of Planning Department to ensure timely release of funds, particularly, in Kashmir division and certain districts of Jammu in view of limited working season.
The Deputy Chief Minister also asked officers to maintain fulcrum of income and expenditure and take necessary measures for increasing the revenue of their organizations. He directed officers to start work on the projects in time to avoid cost escalation.
Emphasizing on proper land use management, the Deputy Chief Minister asked the officers to utilize their resources judiciously. He asked authorities of SMC and JMC to intensify collection of user charges.
The Deputy Chief Minister stressed the officers to ensure strict implementation of building permission and take corrective measures against the violators as per the standing norms of Building Permission Act. He said Jammu and Srinagar Master Plans are being reframed with a view to accommodate all the basic needs of the people and directed officers to implement strictly the Master Plan provisions in both the division.
Asking for implementation of Third Party Monitoring System, the Deputy Chief Minister Tara Chand said that it would testify the work done on ground level besides the quality of work.
The Deputy Chief Minister asked officers of SDA, JDA and Housing Board to speed up the land acquisition process identified for setting up of housing colonies in both the divisions so that planed colonies are established to meet the demands of the people.
Mr Tara Chand said that Government would not allow setting up of un-authorized colonies and asked concerned officers to mobilize field functionaries to check this tendency. He asked them to ensure that 20 per cent plots or flats are kept reserved for weaker section of the society as per the Government decision.
Stressing on proper inter departmental coordination, Nasir Aslam Wani asked officers to oversee personally the implementations of plans at ground level. He said all the departments have an important role in providing basic amenities to the people, adding that no progress is expected without proper coordination.
