SRINAGAR, June 28: Minister for Industries and Commerce Department, Chander Parkash Ganga today said that the J&K Khadi and Village Industries Board (KVIV) has from time to time engaged 11 persons on contractual basis for its smooth functioning.
Replying to a calling attention notice of Ghulam Nabi Monga, the Minister said short listing of candidates was not done, in view of the fact that a large number of candidates appeared in the interview and members of the interview Board expressed their reservation against granting awards in absence of criteria fixed for the same.
Chander Parkash further said that the selection process of all the posts, except for the post of Driver was completed but the select list of the candidates could not be published due to intervention of the High Court in various cases and finally the select list of the candidates for the post of Assistant Executive Officer, Assistant Registrar, Accounts Assistant, Fieldman Beekeeping and orderly was issued as per the directions of High Court passed in SWP No:1347/2012 titled Reyaz Ahmad v/s State and others and SWP No.5/2009 titled Sanjesh Singh V/S State on 16.05.2014 and 23.07,2014 and one post of orderly was reserved as per the Court Orders.
He said however, the matter regarding regularization of contingent paid employees was not agreed to by the Board. He said in case of rest of the Contractual employees, a Committee was constituted under the Chairmanship of the then Commissioner/ Secretary to Government Industries and Commerce Department with representative of Finance Department and two other Directors of Board of Directors of KVIB as its members to examine and consider their cases for their regularization in terms of the provisions of the Jammu and Kashmir Civil Services (Special Provision) Act -2010.
He said the constitution of the Board of Directors of KVIB is under active consideration in the Department and as soon as the full Board of Directors is constituted, the matter shall be placed before it for consideration, Minister added.
