JAMMU, Feb 3: In a significant development, the Governor’s administration has ordered cancellation of all the attachments of Gover-nment school teachers, deputed with different schemes and divisions in the Directorates.
The detached Teachers, Masters and Lecturers have been directed to report back to their original place of posting while the Director School Education Jammu/Kashmir have been asked to submit monthly consolidated details of the attachments in their respective divisions to the Administrative Department.
Further, officials rendered surplus on account of various reasons, shall immediately be posted by the concerned Directorates with due consideration of the transfer policy of the School Education Department while each of the pending Medical cases shall be reviewed by the Director School Education for passing appropriate order.
A comprehensive order in this regard was issued by the Commissioner Secretary, School Education Department, vide order number 26-Edu of 2016, Dated 02-02-2016.
As per the order, Lecturers specifically attached in the Directorates from the Higher Secondary Schools for certificates verification process, are deemed to have been relieved with immediate effect with directions to report to their original place of posting.
The Directors shall carry out residual verification process by utilizing the human resource already available with the Directorates, the order says.
Directing that the officers and officials working in the Project Directorate of SSA, over and above the sanctioned strength, are repatriated with immediate effect, the detached officials have been asked to report to the Director for their orders of posting within three days.
Prominent trade union leader and president of the Employees Joint Action Committee, Abdul Qayoom Wani is among the detached officials, who has been now repatriated to a local Government High School.
According to the order on attachments, the Directors shall also make temporary deployment of staff to address shortage of staff in newly created districts/zones because of non-sanctioning of sufficient ministerial staff there. While making the temporary deployment, the total staff of the unit should not exceed half of the average sanctioned strength of regular units while only one official, out of the existing deployed staff, shall be retained provided that the retained official does not have a stay of more than four years. Further, no other official, who is now proposed to be deployed in these offices, should have worked for more than two years during the last 10 years in any such office.
In respect of divisions/cells in Directorates, only one official from the existing staff shall be retained while the remaining officials shall be substituted with none of them having served in the Directorate or any sub-ordinate office.
The Director School Education shall submit monthly consolidated details of the attachments in their respective division to the Administrative department indicating reasons for attachment.
