Jammu, Sept 30: The State Government has accorded sanction to the constitution of Coordination Committee for effective implementation and operationalization of the scheme for development of Solar Power Plant by unemployed youth and farmers.
Headed by Administrative Secretary Planning and Development Department, the Committee shall ensure effective coordination between the stake holders/ departments/ organizations for the unhindered implementation and operationalization of the scheme for development of solar power plants through unemployed youth and farmers of the State under the Distributed Generation of Solar Energy Scheme of the Ministry of New and Renewable energy, Government of India.
The committee shall also ensure that the scheme is implemented in a time bound manner so that the State does not lose its share because of delayed implementation.
It will organize institutional financing, like agricultural loans/other forms of soft credit through various financial institutions and provide proper guidance to the unemployed youths and farmers. It will also persuade agencies to offer insurance to the unemployed youth and farmers against theft, break-down and other exigencies, if required.
The Committee shall also help the unemployed youth and farmers in getting the land identified, financial closures through banks and guide them in setting up projects in other Renewable Energy Technologies like Wind, Biomass, Hydra, Hybrid (Only solar) etc.
The committee shall meet on a quarterly basis to review the progress of the scheme and it can make suggestions/recommendations to improve the working of the scheme and strengthen it within the ambit of its reference.
Members of the committee, include Administrative Secretaries of Forest Department, PDD, Technical Education, Youth Service & Sports, Agriculture Production Department, Revenue, Science & Technology, PHE, Irrigation & Flood Control, Industries & Commerce, representatives of NABARD, J&K Bank, Kamraz Rural Bank, State level coordinator for banks and CEO JAKEDA.
