Authorities declare unfinished work complete

SRINAGAR, Mar 24: Residents of Saloosa Kreeri in the Wagoora block of north Kashmir’s Baramulla district today alleged that repair works at Government Middle School Saloosa were declared complete despite remaining unfinished on the ground, while authorities maintained the project is still in progress and the completion board was wrongly installed.
The controversy emerged after a project board, related to work being carried out by the Rural Development Department (RDD), was erected at the site stating that the work had been completed on March 19, 2026. Locals said the claim does not reflect the actual condition of the project.
Residents pointed to visible gaps in construction, saying the walls lack mandatory wall putty and final coats of paint as per approved specifications. Some also alleged the use of substandard materials, raising concerns about the quality and durability of the structure.
They accused the contractor of attempting to bypass scrutiny by prematurely declaring the project complete. “The work is clearly unfinished, yet it is being shown as completed,” a resident said, demanding accountability.
Responding to the allegations, Block Development Officer (BDO) Wagoora, Manzoor Ahmad, said officials had inspected the site and found that the completion board had been installed wrongly. “We visited the site and found the board erected despite the project being incomplete. No measurements or inspections have been carried out, and no bills have been prepared or issued, which are required before declaring a project complete,” he said.
He added that action would be taken against the contractor for erecting the completion board prematurely.
