JAMMU, Mar 5: Lieutenant Governor of Ladakh Kavinder Gupta, a former senior BJP leader from Jammu and Kashmir, was tonight appointed as Governor of Himachal Pradesh and will be succeeded by Vinai Kumar Saxena, Lieutenant Governor of Delhi.

Besides this, President of India Droupadi Murmu has also ordered a major reshuffle involving Governors of various States which saw Lieutenant General (Retired) Syed Ata Hasnain, who had served as General Officer Commanding (GOC) of Srinagar-based 15th Corps, being appointed as Governor of Bihar.
Kavinder Gupta, who was appointed as LG of Ladakh on July 14, 2025 and took oath on July 18, 2025, remained in the office for around seven and half months and was today appointed as Governor of Himachal Pradesh. Gupta also served as Deputy Chief Minister of Jammu and Kashmir and Speaker Legislative Assembly during PDP-BJP coalition Government from 2015-2018 initially headed by Mufti Mohammad Sayeed and then by Mehbooba Mufti.
Gupta will succeed Himachal Governor Shiv Pratap Shukla.
In a statement late tonight, Kavinder Gupta expressed gratitude to President Droupadi Murmu, Prime Minister Narendra Modi and Union Home Minister Amit Shah for giving him the important responsibility.
“This is a proud moment and significant responsibility that I have been given to function as Governor of Himachal Pradesh,” he said, adding he will discharge his duties as per the Constitution with commitment, devotion and impartial manner. He said as the LG of Ladakh, he got regular guidance from the Prime Minister for which he is especially grateful.
Vinai Kumar Saxena, who has been appointed as new Lieutenant Governor of Ladakh after being shifted from the post of LG of Delhi, will be fourth LG of the Union Territory of Ladakh.
Radha Krishna Mathur was first LG of Ladakh from October 31, 2019 to February 19, 2023 while Brig (Retd) BD Mishra served as the LG from February 19, 2023 to July 14, 2025. Gupta served as the LG Ladakh from July 18, 2025 and was first political Governor of the UT as Mathur was a retired bureaucrat while Mishra was a retired Army officer.
Sixty-eight year old Vinai Kumar Saxena, a former business executive, was serving as LG of Delhi since 2022.
Kavinder Gupta has been elevated from LG to Governor in less than eight months of his tenure in Ladakh.
Saxena’s immediate priority will be to work with the Union Ministry of Home Affairs (MHA) to settle five-year-long agitation in the UT of Ladakh being spearheaded by Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) for Sixth Schedule status and Statehood for Ladakh among other demands.
Last meeting of the High Powered Committee (HPC) on Ladakh headed by Union Minister of State for Home Nityanand Rai was held in New Delhi on February 4.
Lt General (Retired) Syed Ata Hasnain, who has been appointed as new Governor of Bihar, has also served as GOC of Srinagar based-15th Corps besides holding several other positing in Jammu and Kashmir.
Meanwhile, Tamil Nadu Governor R N Ravi has been appointed West Bengal Governor. Ravi succeeds C V Ananda Bose, who resigned earlier in the day.
President Murmu has accepted Bose’s resignation, a communique issued by her office said.
Kerala Governor Rajendra Vishwanath Arlekar will discharge the functions of Governor of Tamil Nadu, it said.
Taranjit Singh Sandhu has been named Delhi LG, the communique said.
Himachal Pradesh Governor Shiv Pratap Shukla has been made Telangana Governor in place of Jishnu Dev Varma, who has been appointed Maharashtra Governor.
Nand Kishore Yadav has been appointed as Nagaland Governor, the communique said.
