JAMMU, July 31: Save Animals Value Environment (SAVE) has appealed to the Divisional Commissioner Jammu, Divisional Commissioner Kashmir, Deputy Commissioner Jammu, IGP Jammu, SSP Jammu and Commissioner Secretary Animal/Sheep Husbandry and Fisheries Department to advise all District Administrations to book the violators of the blanket ban on sale and purchase of Chinese and plastic kite flying thread under the Public Safety Act (PSA).
In a letter, Rumpy Madaan, Chairperson SAVE wrote that despite ban by High Court of Jammu and Kashmir in the PIL filed by ‘Save Animals Value Environment’ and blanket ban by National Green Tribunal (NGT) on sale and purchase of Chinese Thread (Gattu) and other synthetic and Nylon thread and those which are coated with synthetic materials are still purchased and sold by many shopkeepers in Jammu District.
“Many casualties were reported in various areas of Jammu during the festival of Raksha Bandhan due to kite flying after the people get stuck in the dreaded Chinese string which has been banned in the Union Territory”, she added.
She said by flouting the ban orders, some businessmen are still selling this deadly kite flying strings which later prove nightmarish for the people.
“According to official reports in 2016 itself, two patients were admitted in Government Medical College and Hospital with deep injuries they received after being struck by the Chinese string which was used by some people for kite flying on the occasion of Raksha Bandhan”, Chairperson SAVE informed.
“In addition to this, over a dozen people were injured due to kite strings in different parts of the city and rural areas of Jammu, who were admitted in Government and other private hospitals and got discharged after getting first aid”, she added.
She said that though police are on its job to enforce the ban on the sale of Chinese string but to evade the police eye, traders hide the strings in the dickey of scooters, scooties or backyard of their shops and deliver the same to the customers’ on-demand by getting it from the hidden places.
“We have already started our awareness drive on non-use of banned Chinese string two weeks before Raksha Bandhan but still, there is an open violation by shopkeepers of Pacca Danga, Nai Basti and other areas”, she said, adding that violators of the ban orders should be booked under PSA.
