26 IAS officers allotted distts

‘Back to Village Programme’

JAMMU, June 14: Implementing its prestigious ‘Back to Village Programme’ with a view to give weightage to Panchayats, the State Government today appointed 26 IAS officers as Incharge of the districts.
Besides the IAS officers, number of IFS, KAS and other officers have also been deputed to the districts to go to the Panchayats, inter-act with the Panchayat members and address issues.
‘Back to the Village Programme’ will be launched between June 20 and 27 covering all 4500 Panchayats, which will be accessed by the Gazetted Officers of the State, during week long programme, official sources said.
Only on May 27 i.e. immediately after the completion of process for general elections, Chief Secretary BVR Subrahmanyam had shared with the Administrative Secretaries the concept of ‘District Secretaries and Back to the Village Programme’, which has been devised on the directions of Governor Satya Pal Malik to give fillip to development process and ensure prompt Redressal of public grievances and faster service delivery.
Under the programme, all 4500 Panchayats will be accessed by the Gazetted Officers of the State with each officer spending a minimum of two days including one night in the Panchayat allocated to them.
This was aimed at ensuring good coordination between Panchayats and the Government and will help the Panchayat members to know their powers, works and other related issues.
Arun Kumar Mehta, Financial Commissioner, Finance Department and Rigzin Samphel, Commissioner/ Secretary, Tourism Department have been assigned Leh district while Shaleen Kabra, Principal Secretary Home was given Pulwama district. Principal Secretary, Housing and Urban Development Department, Dheeraj Gupta was allocated Reasi district.
Dr Asgar Hassan Samoon, Principal Secretary, Animal and Sheep Husbandry has been given Bandipora district while Navin Choudhary, Principal Secretary, Industries and Commerce was allotted Samba district.
Dr Pawan Kotwal, Financial Commissioner Revenue, Rohit Kansal, Principal Secretary, Planning, Development and Monitoring Department and Ajeet Kumar Sahu, Commissioner/ Secretary, PHE, Irrigation and Flood Control, have been given Udhampur district.
Manoj Dwivedi, Commissioner/ Secretary Forests, Sarita Chauhan, Commissioner/ Secretary, School Education, Khurshid Ahmed Shah, Commissioner/ Secretary, Works and M Raju, Managing Director, J&K Project Construction Corporation will look after Jammu district.
Hirdesh Kumar, Commissioner/Secretary, PDD had been allocated Kathua district, Shahid Anayatullah, Commissioner/Secretary, Revenue Department was given Doda district and Saurabh Bhagat, Commissioner/ Secretary. Labour and Employment was allocated Budgam district.
Pandurang Kondbarao Pole, Secretary Disaster Management has been assigned Doda district while Manzoor Ahmed Lone, Secretary Horticulture was allotted Kupwara district.
Sheetal Nanda, Special Secretary, Youth Services and Sports Department has been given Budgam district while Farooq Ahmed Lone, Special Secretary, General Administration Department was allotted Kulgam district. Sarmad Hafeez, Special Secretary, Youth Services and Sports Department has been given Budgam district.
Prasanna Ramaswamy G, Vice Chairman, Lakes and Waterways Development Authority will be Incharge of Rajouri district while Niraj Kumar, Additional Secretary Technical Education Department will look after Poonch district.
Kumar Rajeev Ranjan, Additional Chief Executive Officer, Metropolitan Regulatory Authority, Jammu will be Incharge of Kishtwar district.
Bhupinder Kumar, Mission Director, National Health Mission has been allocated Ramban district and Ravinder Kumar, Managing Director, J&K IT Infrastructure Company was given Budgam district.
