2 Principal Secys among 13 IAS officers being promoted shortly

JAMMU, Jan 1: The State Government is shortly going to promote 13 Indian Administrative Service (IAS) officers of the J&K cadre. These officers include Dr Arun Kumar and Sonali Kumar against whom departmental enquiries were recently dropped paving the way for their elevation as Financial Commissioners.
Official sources told EXCELSIOR that 13 IAS officers of 1979, 1988, 1997, 2000 and 2009 batch are being promoted very shortly by the State Government to the next higher scale. Though 11 such officers have become eligible for their elevation with effect from January 1, 2013, the promotion of two IAS officers namely Dr Arun Kumar and Sonali Kumar was due much earlier but the same was withheld keeping in view departmental enquiries pending against them.
“The Government has now dropped enquiries against both these officers of 1979 batch and they are being elevated as Financial Commissioners (Fixed Scale)”, sources said. Dr Arun Kumar, who was recently repatriated from the Central deputation, is presently holding the post of Financial Commissioner Revenue while as Sonali Kumar is Principal Secretary (Coordination), Resident Commissioner’s Office, New Delhi.
They informed that two IAS officers of 1988 batch namely Sundeep Kumar Nayak and Arun Kumar Mehta are being promoted to the rank of Principal Secretary (Above Super Time Scale from Super Time Scale).
Mr Nayak will be given promotion to the Above Super Time Scale on performa basis as presently he is on Central deputation and holding the post of Joint Secretary, Ministry of Women and Child Development. Arun Kumar Mehta, who was recently repatriated from the Central deputation, is presently holding the post of Commissioner Secretary, Power Development Department.
Sources said that three IAS officers of 1997 batch namely Manoj Kumar Dwivedi, Shiv Dev Singh Jamwal and Farooq Ahmad Factoo are being elected as Commissioner Secretaries (Super Time Scale). Mr Dwivedi is presently holding the post of Secretary, Health and Medical Education Department, Shiv Dev Singh Jamwal is Director, Hospitality and Protocol and Farooq Factoo is Secretary, School Education Department.
Four IAS officers of 2000 batch namely Sheikh Mushtaq Ahmed, Vineeta Gupta, Shahid Anayatullah and Tushar Kanti Sharma are being promoted to Selection Grade (Secretary). Sheikh Mushtaq Ahmed, a Junior Administrative Grade Officer, is presently holding the post of Secretary, General Administration Department.
Vineeta Gupta is presently Excise Commissioner while as Shahid Anayatullah is Labour Commissioner, J&K and Tushar Kanti Sharma is Member J&K Special Tribunal.
Similarly, two IAS officers of 2009 batch namely Shahid Iqbal Choudhary and Sushma Chauhan are being elevated from Time Scale to Senior Scale. Shahid Choudhary is presently Deputy Secretary, Planning and Development Department while as Sushma Chauhan is awaiting orders of posting in the General Administration Department.
It is pertinent to mention here that IAS officer is given Time Scale after four years of service, Junior Administrative Grade after nine years, Selection Grade after 13 years, Super Time Scale after 16 years, Above Super Time Scale after 25 years of service and Fixed Scale after 30 years of service.
