JAMMU, Mar 12: Nineteen Indian Police Service (IPS) officers of J&K cadre are being promoted to higher scales by the State Cabinet, which will also accord sanction to the temporary addition of three posts of Additional Director Generals of Police (ADGPs) to the IPS cadre of J&K and declare the post of Managing Director, J&K Police Housing Corporation equivalent to the rank and file of ADGP.
Authoritative sources told EXCELSIOR that a Screening Committee, which has to consider the promotion of various scales of IPS, met under the chairmanship of Chief Secretary on December 11, 2012 and considered the promotion to the various scales of several IPS officers.
In order to promote four IPS officers of 1987 batch, who had acquired eligibility for promotion to the grade of ADGP (Higher Administrative Grade) with effect from January 1, 2012 but could not be promoted due to non-availability of vacancies at the level of ADGP, the Cabinet will accord approval to the recommendation of the Screening Committee regarding temporary addition of three posts of ADGPs to the IPS cadre of J&K in terms of provision in the IPS (Cadre) Rules, 1954, with effect from January 1, 2013, sources said, adding the Cabinet will also give nod to the recommendation regarding declaration of the post of MD, J&K Police Housing Corporation equivalent to the rank and status of ADGP with effect from January 1, 2013.
It is pertinent to mention here that there is a provision in the IPS Cadre Rules, 1954 whereby the State Government may add for a period not exceeding two years and with the approval of the Central Government for a further period not extending two years, one or more posts carrying duties or responsibilities of the like nature to the cadre posts.
The IPS officers of 1987 batch, who are being promoted to the grade of ADGP with effect from January 1, 2013 are V K Singh, S M Sahai, Dilbagh Singh and Sheikh Owais Ahmad.
Similarly, three IPS officers of 1995 batch are being promoted to Super Time Scale-II (IGPs). These officers are S D Singh, S S Khandare and Rajesh Kumar. Mr Singh is being promoted notionally with effect from January 1, 2013 and regularly from the date he joins the State cadre from Central deputation while as Mr Khandare and Rajesh Kumar are being promoted with effect from January 1, 2013.
Likewise, four officers of 1999 batch namely S Anand Jain, Nitish Kumar, Ashkoor Ahmad Wani and Ali Mohammad are being promoted to Super Time Scale-I (DIG) with effect from January 1, 2013.
According to the sources, four IPS officers of 2000 batch namely S P Pani, Basant Kumar Rath, Ghulam Hassan Bhat and Syed Kifayat Hyder are being promoted to the Selection Grade with effect from January 1, 2013. Four IPS officers of 2009 batch namely Imtiaz Ismail Parray, Shailendra Kumar Mishra, Rahul Malik and Manavjit Singh Dhillon are being promoted to the Senior Time Scale of IPS with effect from January 1, 2013.
