PATNA : The Bihar government has effected a major reshuffle in the bureaucracy transferring 18 senior IAS officials.
The Principal Secretary (Transport) Vijoy Prakash has been made Agriculture Production Commissioner till further orders, while Tripurari Sharan, who was the Principal Secretary (Information Technology with additional charge of Principal Secretary, Science and Technology) has been shifted to the Agriculture department in the same capacity, according to an official notification issued last night.
The Principal Secretary (Panchayati Raj) Shashi Shekhar Sharma has been made the Principal Secretary (Transport) and given additional charge as the Transport Commissioner, while the Principal Secretary (Road Construction) Arun Kumar Singh, who was holding additional charge as the Managing Director of the Bihar State Road Development Corporation, has been moved to the Science and Technology department in the same capacity.
Singh will hold the additional charge of Principal Secretary (Parliamentary Affairs) till further orders.
The Principal Secretary (Home) Amir Subhani, whose continuance in the sensitive post for about six years had evoked sharp criticism from the BJP on charge of tardy probe of various incidents related to law and order in the past couple of years, has been transferred in the general administration department in the same capacity.
Subhani has been asked to hold additional charges as the Principal Secretary (Minorities Welfare) and Mission Director of Bihar Administrative Reforms Mission Society till further orders.
The Principal Secretary (Parliamentary Affair) Sudhir Kumar, who was also holding additional charge as the Bihar State Staff Selection Commission Chairman, has been made the Principal Secretary (Home). He will continue to hold additional charge as the Bihar State Staff Selection Commission Chairman till further orders.
The Principal Secretary (General Administration) Dharmendra Singh Gangwar, who was holding additional charge as the Officer on Special Duty and Resident Commissioner of Bihar Bhawan at Delhi, has been made the Principal Secretary (Planning and Development). He will continue to hold the additional charge as the OSD and Resident Commissioner of Bihar Bhawan at Delhi.
The Principal Secretary (Labour) Sanjay Kumar, who was holding additional charge of the Chief Executive Officer (CEO), Bihar Skill Development Mission, has been transferred to the general administration department in the same capacity.
Secretary (Rural Works) S. Sidharth has been shifted to the labour department in the same capacity. He will also continue to hold the additional charge of Secretary, Grievance Redressal in the cabinet secretariat and the CEO, Bihar Skill Development Mission.
Secretary for Building Construction Chanchal Kumar, who was holding additional charge of CEO, Bihar Foundation at Patna, has been made Secretary of the Rural Works department.
Harjot Kaur, who was the Animal Husbandry and Fisheries Secretary with additional charge of Project Director of the Bihar Disaster Rehabilitation and Reconstruction Committee, has been transferred to the Road Construction Department in the same capacity.
She will continue to hold the additional charge of Project Director of the Bihar Disaster Rehabilitation and Reconstruction Committee and the Bihar State Road Development Corporation Managing Director.
The Bihar State Financial Corporation Managing Director Pradeep Kumar has been made the Panchayati Raj Secretary, while the Planning and Development Department Secretary Pankaj Kumar, who was holding additional charge as the Secretary, Bihar State Planning Board has been made the Secretary of the Registration, Excise and Prohibition department.
The Patna Divisional Commissioner Narmadeshwar Lal has been transferred and made the Secretary, Building Construction Department. He will continue to hold additional charge as the Patna Division Commissioner till further orders.
The Secretary (Registration, Excise and Prohibition) Sanjay Kumar Singh has been shifted to the sugar industry department in the same capacity.
Vinay Kumar, who was Bihar State Bridge Construction Corporation’s Chairman with the additional charge as the project director of the World Bank-funded rural water supply and cleanliness under the Public Health and Engineering Department (PHED), has been transferred and made the Secretary of the Animal Husbandry and Fisheries department.
He will hold his previous charges till further orders.
Balamurugan D, who was the Managing Director of North Bihar Power Distribution Company Ltd, has been given additional charge of Director of Bihar Renewable Energy Development Agency (BREDA).
Agriculture Director Dharmendra Singh, who was holding additional charge as the administrator of Bazar Samiti at Patna, Mission Director of Bihar State Horticulture Mission and the CEO of Bihar Watershed Development Society, has been given additional charge as the Officer on Special Duty (OSD) of the chief minister.
