CS takes serious note, gives just one day’s time

JAMMU, Jan 1: Chief Secretary BVR Subrahm-anyam has taken serious note as over 355 Government employees including 136 KAS officers, have failed to furnish details of option to serve in J&K Union Territory or the UT of Ladakh.
Issuing strict instructions to the concerned Administrative Secretaries and the HODs, the Chief Secretary has directed all of them to submit the information and upload it on the site (www.empseva.jk.gov.in) by tomorrow, positively.
The General Administration Department of the Government of Jammu and Kashmir vide its Order No. GAD(Ser) Genl/113/2019-I dated 01-01-2020, pointed out that many Government officers have failed to submit/ upload information with regard to the option sought by the Government from the erstwhile State employees for their allocation to the successor Union Territory of Jammu and Kashmir and Union Territory of Ladakh, through Circular No. 42-GAD of 2019 dated 11-10-2019. The Government had also fixed the deadline of October 22, 2019 to furnish the details.
The Government vide Circular No. 42 of 2019, had invited the attention of the Administrative Secretaries/ Heads of the Departments and employees serving in the Government of Jammu and Kashmir towards Section 89(2) of the Jammu and Kashmir Reorganisation Act, 2019, which states that- as soon as may be after the appointed day, the Lt Governor of Jammu and Kashmir shall, by general and special order, determine the successor Union Territory to which every person referred to in such section (1) shall be finally allotted for service, after consideration of option, by seeking option received from the employees, and the date with effect from which such allotment shall take effect or be deemed to have taken effect; provided that even after the allocation has been made, the Lt Governor of the UT of Jammu and Kashmir may in order to meet any deficiency in the service, depute officers from one successor UT to the other.
Clarifying, the Government order said that while the preference in favour of Union Territory expressed by Government servants will be taken into account while allocating the person to a UT, it shall not be obligatory for the Government to allocate the employees to the Union Territory of his/ her choice and it shall be the prerogative of the Government to allot/ depute the employee in terms of Jammu and Kashmir Reorganisation Act, 2019.
