*100 DySPs placed in Selection Grade

JAMMU, June 6: Nearly after a gap of four months, the State Government today filled vacancies of SSP in four districts of the State by ordering transfer and postings of 12 SSPs and SPs. However, the reshuffle left four more posts vacant.
By another order, the Government approved promotion of 100 DySPs of 2001 batch and promotees of Executive Police as Selection Grade DySPs clearing decks for their placement as Additional SPs.
The State Cabinet that met in Srinagar, the summer capital of the State this afternoon under the chairmanship of Chief Minister Omar Abdullah, cleared the much pending transfers and promotions in the Police Department.
Atul Kumar Goel, SSP Kathua has been transferred and posted as SSP Jammu, a post that was lying vacant since January 31, 2013 after the retirement of Prabhat Singh. SP City (South) Rajeshwar Singh was officiating as SSP Jammu.
Anil Magotra, SSP Ramban has been transferred and posted as SSP Udhampur, another post that was lying vacant after the promotion of Ashkoor Wani as DIG Doda-Ramban range.
Sunil Gupta, SP Srinagar (West) has been transferred and posted as SSP Kishtwar, the post, which was vacant after Bhim Sen Tooty, proceeded on deputation. Zubair Ahmad Khan, Additional SP Baramulla has been posted as SSP Baramulla, also against a vacancy that had arisen after Anand Jain had proceeded on Central deputation.
Sujit Kumar, SP Traffic Rural, Jammu has been transferred and posted as SSP Kargil in place of Javed Mattoo, who will be new SSP Ramban in place of Mr Magotra. Uttam Chand, SSP Budgam has been transferred and posted as AIC (CIV), Police Headquarters against and available post.
Tejinder Singh, Additional SP Kupwara has been transferred and posted as SP Srinagar (West) while Abdul Jabbar, Additional SP Kulgam has been transferred and posted as SSP Kupwara.
Mohan Lal, Additional SP Katra has been transferred and posted as SSP Kathua vice Mr Goel.
Zahid Nasim Manhas, Additional SP Kathua will report to Police Headquarters, Srinagar for new posting. He was likely to be posted in the State Vigilance Organisation (SVO).
Mohammad Arshad, SSP Kupwara has been transferred and posted as SSP Budgam.
The Cabinet also ordered transfer and postings of two civil officers. Showkat Ahmad Zargar, Director Libraries, J&K and Atta-u-Rehman Natnoo, Director Horticulture, Planning and Marketing would swap places.
Today’s transfers in Police Department have left four vacancies including SP Traffic Rural Jammu, Additional SP Kupwara, Additional SP Kathua and Additional SP Katra.
Sources said the promotion of five senior most SSPs as DIGs has also been delayed notwithstanding that the vacancies of the DIGs were also available with the Government. While 6 IPS officers of 1999 batch have already been promoted as DIGs, only five officers of the batch were left for promotions. Sources said the Government should convene the DPC and clear five SSPs for promotions as the vacancies of the DIGs were also available in the Department.
The Government vide Order No. 224 of 2013 dated 6/6/2013 cleared entire batch of 2001 of KPS and promotees for promotion as Additional SPs by placing them in the Selection Grade of Rs 15,600-39,100 with Grade Pay of Rs 5600.
The placement of DySPs in the Selection Grade came after the clearance by the Departmental Promotion Committee and Selection Committee vide their meetings held on 18/3/2013 and 25/4/2013.
The promoted DySPs would be placed as Additional SPs, the posts for which have been identified by the Government.

Through another order, the Government today promoted five Deputy Superintendents of Police (DySPs) as SPs.
They included Mohammad Yousuf, Principal Private Secretary to DGP, Bashir Ahmed Shah, Administrative Officer in Police Headquarters, Nasir Khan, Private Secretary in Police Headquarters, Sunil Gupta, ADO in Jammu Zone and Manzoor Ahmed, ADO Kashmir Armed Zone.
The Government has also ordered promotion of Inspector Yonus Ahmed as DySP (Private Secretary) in his parent cadre.
