JAMMU, May 7: A delegation led by West Pakistan Refugees’ leader, Labha Ram Gandhi and Shashi Verma, president of Vishwakarma Sabha met Divisional Commissioner, Jammu Sanjeev Verma today and apprised him of the difficulties being faced by the OBC people in Jammu Division.
During meeting both the leaders projected several issues of refugees and OBC category people. They brought into the notice of Divisional Commissioner the difficulties in getting the Central OBC certificates as per Govt of India rules and subsequent guidelines of GAD. They said General Administration Deptt J&K Govt, has issued guidelines to all District Commissioners to issue the Central OBC certificate according to Govt of India criteria and rules vide No 32 dated 02-12-1998 and No 07 dated 19-2-2008.
According to Central Govt rules, salary of an employee is not included in the creamy layer amount of Rs 8 lakhs but his eligibility for OBC certificate is decided on the basis of his rank vide clarification issued by Ministry of Social Welfare and Empowerment, Govt of India vide No. 20011/2001/BCC dated 26-4-2002 and National Commission for Backward Classes, New Delhi vide No. NCBC/7/24/2009-RW dated 4-2-2011.
It was submitted that Tehsildars are not aware of these circulars/ ruling and people are facing tough times to convince them and getting the certificates issued. It was further requested one such case is pending in the office of Tehsildar Katra, who is not ready to obey the ruling even when DDC Reasi has issued written instructions to this effect. The case pertains to Madan Lal, resident of Manoon, Panthal, District Reasi for Central OBC certificate and may be resolved.
It was stressed that clarification to the extent that salary of an employee is not included in income limit may be endorsed to all concerned; workshops be arranged for all the staff involved in the process of Central OBC certificates so that doubts, if any, be removed once for all.
The Divisional Commissioner gave a patience hearing to the issues raised by the delegation and assured all possible measures will be taken to sort out the difficulties.
