After end of three months Governor Rule in J&K State of J&K and restoration of democratic setup by the Government formation, some 46 days back, all the Departments are functioning well under respective Cabinet Ministers. The under privileged section of the society like orphans, widows and physically and mentally disabled persons are facing immense problems and there is nobody to listen to their grievances. The Minister assigned the portfolio of Department of Social Welfare has denied to take over as the Cabinet Minister. It is insensitivity to thrust a big responsibility on a person who is not motivated to work for the empowerment of underprivileged. How long it will take the CM and BJP high command to convince a legislator to accept the responsibility which he is not interested in. The person is highly honest not to hold the Ministry. Cabinet Minister is treated as the head of a particular ministry such as Education, Health, Social Welfare etc. Each ministry has a Cabinet level Minister. Cabinet Minister possesses maximum authority and responsibility. Every Cabinet Minister has the power to take independent decisions pertaining to his/her ministry. They attend Cabinet meetings usually chaired by the Chief Minister.
There is a substitute MOS in the Department of Social Welfare over burdened by Departments of Health and Medical Education, Housing and Urban Development. Also Minister of State (MoS) is junior to Cabinet Minister. MOS’s activities involve day-to-day functioning of ministry and taking care of the State-Centric functioning of a ministry. Every MoS reports to either Cabinet Minister or Independent charge of ministry, they work in close coordination. MoS do not possess authority of decision making. They need to consult with their respective superior authority either Union Minister or Independent charge of ministry. MoS are not called to the Cabinet meetings.
It is therefore requested to the Chief Minister and Deputy Chief Minister of Jammu and Kashmir State to assign the Ministry of Social Welfare to any motivated person, so that underprivileged sections of the society are well listened and the schemes of social welfare are implemented and monitored well.
