Water crisis, open defecation by labourers dominate problems in Ward 70

Rashly driven heavy vehicles hit normal life in colony accommodating defence personnel

JAMMU, Jan 2: The posh locality of Sainik Colony, especially Ward number 70 of Jammu Municipal Corporation (JMC), is facing water crisis as the water is supplied even after five days there while normally the supply is made after two days.
More in this regard was informed by Narinder Singh, Councillor from the Ward, who said that tendering for a tube-well has been done and work on it will start soon and its completion shall solve the water problem in Sector E and some parts of Sector D.
In an exclusive interaction with the Excelsior, Narinder Singh, who politically belongs to BJP and is a first time Councillor said that areas of his Ward include Sectors D, E and F of Sainik Colony which mostly accommodates defense personnel.
“A road to Ratnu Chak passes through the Ward and has heavy vehicular traffic with heavy vehicles also plying over it and there is a school and some banquets and godowns along this road,” he maintained adding: “Speed breakers are essentially required on this and other roads in the Ward as these roads are 64 and 48 feet wide and vehicles run rashly over these and may hit anyone.”
The Councillor said that there are many vacant plots in his Ward where labourers live and have illegal water and power connections.
He further said: “As there is no toilet facility in these plots the labourers living there defecate in open thereby spoiling the cleanliness and sanitation of the area.”
Narinder Singh informed that there is a big plot in the Ward measuring some 14 kanals which has been left to construct a Multi-Speciality Hospital and the concerned authorities should focus on this and release the required funds in this regard as there is a lot of areas nearby which the hospital may feed.
Many locals of the area also raised the same demand.
The Councillor said that there are 22 Public Parks in his Ward of which 3-4 need proper development and he appealed to the Mohalla Development Committees of the area to maintain the Parks near their homes.
“There are Open Air Gyms in 5 Parks, tiled track in 20, High Mast Lights in 8 and benches for sitting in 18 of these Parks,” he further said.
The JMC Councillor claimed that work of repair and construction of lanes and drains is 90 per cent complete in his Ward and roads in the area have also been widened while about 80 per cent roads in the Ward have been blacktopped.
He informed that 70 per cent of the roads and streets in the Ward have been lit by the Street Lights but 20 per cent of these lights have turned non-functional and their repair is over delayed.
Singh said that there is no parking place for vehicles in his Ward, no Community Hall and no Public Toilet and the Public Bathroom in the Ward is in a temple while the Ward also has a Health Centre.
“There is also a Ram Leela Club in my Ward,” the Councillor said.
He informed that there are 35 Safai Karamcharis in his Ward but there is a need of 70.
“Despite this shortage, there is proper cleanliness in the Ward due to proper use of the available workforce,” Narinder Singh claimed.
The Councillor said that autos collecting garbage by moving from door-to-door are doing a good job and from the day this service was introduced in the Ward, dustbins and garbage dumps are not seen in the area.
However, he said that as these autos visit on alternate day, there is a need for two more such autos so that garbage is lifted on daily basis.
Singh said that Smart Meters have been installed in the Ward amidst resentment.
The JMC Councillor said that stray dogs have created a lot of problems in the Ward.
“These canines not only litter here and there but also bite people and chase two wheelers and have created a wave of terror among women, children and old age people,” he continued.
Singh informed that nomads leave their cattle which roam freely in the Ward and apart from littering on the roads, herds of these animals lead to traffic jams.
The Councillor said that almost all the residents of his Ward have made their Ayushman Cards and most of the eligible Voters have got their Voter Cards and same is the status of Domicile Certificates there.
“There are very few people like widows, physically challenged and old age persons in my Ward who need pension but the newly introduced rule for these pensions exclusively to Below Poverty Line people is creating problems for others,” he said.
Singh said that there are hanging wires and damaged poles in his Ward and none of the authorities have so far bothered to correct these.
The JMC Councillor said that there were reports about thefts involving iron gratings from drains in the Ward and informed that many drug addicts and peddlers are active in his Ward for which the police should take a cognizance.
He said that there are two water coolers in his Ward and both are in working condition while the Ward needs 10 more High Mast Lights at prominent road crossings and public parks.
