JAMMU, Apr 28: The Cabinet which met here today under the chairpersonship of Chief Minister, Mehbooba Mufti ordered the posting of Bharat Bhushan Vyas, a 1986 batch IAS officer, as new Chief Secretary of the State.
Vyas was presently posted as Financial Commissioner, Principal Secretary to Chief Minister and Administrative Secretary of Planning and Development Department, Disaster Management, Relief Rehabilitation & Reconstr-uction, Information, Hospitality & Protocol and Civil Aviation and Estates Departments.
The Cabinet accorded sanction to the appointment of outgoing Chief Secretary, B R Sharma, as Advisor (Administ-rative Affairs) to the Chief Minister, an official handout said.
The Cabinet ordered transfers and postings of 31 officers in the civil administration.
Krishan Ballabh Agarwal, awaiting orders of adjustment in GAD, has been transferred and posted as Principal Secretary (Coordination) in the ofiice of Resident Commission, J&K Government, New Delhi.
Pramod Kumar Jain, Financial Commissioner, Agriculture Production Depar-tment, was transferred and posted as Director General, J&K Institute of, Management, Public Administration and Rural Development, vice Vineeta Gupta, who will report to the GAD.
Shaleen Kabra, Principal Secretary to the Government, School Education Department, has been transferred and posted as Chairman, J&K Special Tribunal. He shall take over the charge of the post upon retirement of Vinod Koul.
Farooq Ahmad Shah, Secretary to the Government, Tourism, Floriculture, Parks and Gardens Department, will hold additional charge of Administrative Secretary, School Education Department.
Navin Kumar Choudhary, Commissioner/ Secretary to the Government, Finance Department, will hold the additional charge of Administrative Secretary, Labour and Employment Department upon retirement on superannuation of Gazzanfer Hussain on April 30.
Dr Pawan Kotwal, Divisional Commissioner, Jammu, was transferred and posted as Commissioner/ Secretary to the Government, Health and Medical Education Department, vice Dr Mandeep Kumar Bhandari.
Sanjeev Verma, Commiss-ioner/ Secretary Tribal Affairs Department, has been transferred and posted as Commissioner/Secretary to the Government, Agriculture Prod-uction Department.

Bashir Ahmad Bhat, Registrar Cooperative Societies has been transferred and posted as Secretary, Cooperative Department. He will hold additional charge of the post of Registrar, Cooperative Societies, J&K, till further orders.
Vipra Bhal, Managing Director, J&K Housing Board, was transferred and posted as Controller, Legal Metrology Department, J&K.
Simrandeep Singh, Deputy Commissioner, Jammu, has been transferred and posted as Commissioner, Jammu Municipal Corporation, vice Manmohan Singh.
Dr Shahid Iqbal Choudhary, Additional Secretary in the Chief Minister’s Secretariat has been transferred and posted as Deputy Commissioner, Rajouri. He shall take over the charge of the post upon retirement of Shabir Ahmad Bhat on April 30.

Soujanya Kumar Sharma, Special Secretary to the Government, Revenue Department, has been transferred and posted as Managing Director, SIDCO, vice Amit Sharma.
Amit Sharma, Managing Director, SIDCO, was transferred and posted as Regional Director, Survey and Land Records (ex-officio Settlement Officer), Udhampur, vice Rajesh Kumar Shavan.

Babila Rakwal, Director, School Education, Jammu, has been transferred and posted as Director, Floriculture, Jammu, vice Manisha Devi Sharma, who shall await further orders of posting in the General Administration Department.
Dr Ghulam Nabi Itoo, Director, Estates, was transferred and posted as Director, School Education, Kashmir, vice Kumar Rajeev Ranjan.
Ravinder Kumar Bhat, Director, Panchayati Raj Institutions, J&K, holding additional charge of the post of Director, Rural Development, Jammu, has been transferred and posted as Director, Rural Development, Jammu.
Manmohan Singh, Commissioner, Jammu Municipal Corporation, has been transferred and posted as Managing Director, J&K Housing Board, vice Vipra Bhal.
Inderjeet, Regional Director, Survey and Land Records (ex-officio Settlement Officer), Jammu, was transferred and posted as Managing Director, J&K Medical Supplies Corporation, vice Dr Yash Pal Sharma, who shall report in the Health and Medical Education Department.
Rajesh Kumar Shavan, Regional Director, Survey and Land Records (ex-officio Settlement Officer), Udhampur, has been transferred and posted as Vice-Chairman, Jammu Development Authority (JDA), against an available vacancy.
Dr Mushtaq Ahmad, Joint Director, Industries and Commerce, Jammu, was transferred and posted as Director, Handicrafts, J&K, relieving Rajesh Sharma, Director, Handlooms of the additional charge.
Ravinder Singh, Director, Finance, in the Finance Department, has been transferred and posted as Director, School Education, Jammu, vice Babila Rakwal.
Altaf Andrabi, Joint Director, Agriculture, Kashmir, was posted as Incharge Director, Agriculture, Kashmir, vice Showkat Ahmad Beigh.
Meanwhile, the State Cabinet approved constitution of a Monitoring Committee to monitor dredging of River Jhelum.
To be headed by the Chief Minister, the Committee comprised Deputy Chief Minister, Minister for PHE/I&FC and Minister for Education as members.
The Committee will be serviced by the Public Health Engineering/Irrigation and Flood Control Departments.
The Cabinet accorded sanction to the constitution of Cabinet Sub-Committee to be headed by the Deputy Chief Minister for implementation of 93 MW New Ganderbal Hydroelectric Project.
The members of the Cabinet Sub-Committee are Minister for Law & Justice, Minister for Forest, Environment & Ecology and Minister for Finance.
The Cabinet accorded sanction to the engagement of PGCIL, a PSU of Government of India, on nomination basis for re-alignment and reconstruction of damaged Darba-Chandak (Poonch) single circuit 132 KV transmission line on Double Circuit Towers for an approximate length of 22.5 KMs, on cost plus basis, at an estimated cost of Rs 29.03 crore.
The Cabinet sanctioned transfer of state land measuring 293 Kanals and 13 Marlas situated in villages Chak Diwan Bhim Sen and Rakh Barotian, tehsil Vijaypur, district Samba, to J&K Health and Medical Education Department for establishment of All India Institute of Medical Sciences (AIIMS) at Vijaypur, Samba.
The Cabinet approved reduction in maximum qualifying service for full pension from existing 28 years to 20 years and withdrawal of benefit of additional qualifying service upto 5 years on voluntary retirement from Government service.
The Cabinet approved the creation of 20 posts of different categories for Food Safety Appellate Tribunal (FSAT) Srinagar and Jammu involving tentative financial implication Rs 70 lakh per annum.
The tribunals shall facilitate proper implementation of “Food Safety and Standard Act 2006” in the state and shall hear appeal from the decisions of the adjudicating officers under Section 68 of the Act.
The Cabinet approved the creation of eight posts in Jammu and Kashmir High Court.
The Cabinet accorded sanction the enhancement of “Ration Money Allowance” in favour of eligible non-gazetted staff of Prison Department and Fire and Emergency Services Department, J&K from Rs 1000 to Rs 2000 per person per month with effect from April 1.
The Cabinet sanctioned the engagement of REC Power Distribution Company Limited (RECPDCL), wholly owned subsidiary of REC, on nomination basis, as IT consultant, for a period of one year, for achieving left-over milestones under RAPDRP Part-I in 30 towns of J&K.
Restructured Accelerated Power Development Reforms Programme (RAPDRP) has been approved by the Government of India as Central sector scheme for 30 towns of J&K state including the two cities of Jammu and Srinagar.
The Cabinet accorded sanction to the regular promotion of I/C Chief Engineers including Alok Mengi, Om Kumar Chadgal, Puran Bharat Gandhi, Nayeem Ahmad, Tilak Raj Bhagat, Devi Dass Gorka and Parshotam Lal as Chief Engineers (Civil).
Cabinet also accorded sanction to the amendment in Jammu and Kashmir Value Added Tax 2005 – Introduction of Jammu and Kashmir Value Added Tax (Amendment) Ordinance, 2017.
The Cabinet sanctioned implementation of Swachh Bharat Mission (Urban) in the state viz construction of individual Household Toilets (HHTs), Community Toilets (CTs), Private Toilets (PTs) and Solid Waste Management (SWM) projects under Swachh Bharat Mission in Urban areas of the State.
The Cabinet approved the transfer of land measuring 72 Kanals and 11 Marlas currently under the possession of Department of Youth Services and Sports, situated in village Braripora, tehsil Handwara to the Science and Technology Department for establishment of an Industrial Biotechnology Park at Handwara.
The Cabinet also approved for utilization of land measuring 10 acres at Industrial Estate Ompora, Budgam for establishment of the Biotechnology Demonstration Farms and Tissue Culture instead of establishment of Industrial Biotechnology Park for which the land was allotted earlier.
The Cabinet appointed Dr Samia Rashid as Principal, Government Medical College, Srinagar.
The Cabinet approved upgradation of the post of Secretary, Jammu & Kashmir Legislative Assembly as Secretary General subject to the condition that the post shall revert back to its original position immediately after the present incumbent vacates the post.
The Cabinet sanctioned promotion of Alok Kumar, a J&K cadre, 1997 batch IPS officer to the Super Time Scale (II) IGP with effect from April 1, 2016.
The Cabinet ordered re-designation and upgradation of one post of Personnel Officer as Administrative Officer in PB- 2 of Rs 9300- 34,800 with GP of Rs 4800 in Sericulture Department to be filled by deputation from GAD.
The Cabinet accorded sanction to the establishment of a Police Post at Rangreth, Srinagar along with creation of 29 posts as concurred by the Finance Department on the proposal of Home Department.
The jurisdiction of the Police Post will be notified by the Home Department in consultation with Director General of Police, J&K.
