Jammu and Kashmir is the only State in India which is totally dependent on the Centre for its financial requirements. There is sky and earth difference between the income and expenditure of the State. The State Govt is facing acute shortage of finances to run the Govt, to complete important projects and to pay 6th Pay Commission arrears to its employees.
Earlier, (a few years back) in order to develop education the State Govt upgraded number of high schools to higher secondary schools and opened a dozen of new colleges in the State. Unfortunately, till date these upgraded institutions do not have sufficient staff to teach and necessary infrastructure such as buildings, playgrounds and science laboratories. The students have been crying for the same but all in vain. Again the State Govt and its coalition partners NC and Congress are making the same mistake by announcing the creation of new administrative units in the State. I think it is an unwise decision. A decision in haste.
Keeping in view the lack of financial resources, the decision could have been avoided. But the ill advised decision is politically motivated and based on vote bank politics befooling the common man.
