VOK registers FIR in scholarship fraud

SRINAGAR, Sept 26: Vigilance Organization Kashmir today registered a case into the allegations of fraud and embezzlement in scholarship funds of Pahari Speaking/ Gujjar Bakerwal students in Education Department, Zone Tanghdar of district Kupwara, during the financial year 2010-11.
A case FIR number 32/2018 U/S 5(1)(c), 5(1) (d), r/w 5(2) P.C Act Svt; 2006 and Section,468,471, 120-B RPC, has been registered on the outcome of a verification conducted by the Vigilance Organization, which looked into the allegations of fraud and embezzlement in scholarship funds.
The enquiry revealed that during the year 2010-11, ZEO Tanghdar, by abusing his official position in connivance with dealing clerks of ZEO Office Tanghdar and others, under a well knit conspiracy, fraudulently inflated the figures of beneficiary students and thus obtained the excess funds from CEO Kupwara on account of Gujjar Bakerwal and Pahari Speaking student scholarships. Later on by fraudulently inserting fake / fictitious names of non existing students in the acquaintance rolls maintained with regard to disbursement of scholarship funds, they had withdrawn the said excess amount and misappropriated the same thereby causing loss to state exchequer against wrongful gain among themselves.
The enquiry has further revealed that during the period 2010-11 scholarship funds were disbursed fraudulently under a well knit conspiracy by the then ZEO Tanghdar Mohd Ashraf Bhat and concerned dealing clerk namely, Mohd Ashraf Poswal Sr Assistant and others.
Accordingly a case has been registered in Police Station Vigilance Organization Kashmir and investigation of the case is going on.
