This refers to article titled ” Converting village waste into wealth ” (DE 18.1.2019). I appreciate the role of Rural Sanitation Department for doing something practical with regard to managing solid waste in rural areas of the state like Dry leaf composting , recycling of waste cloth. This department has a challenging job as managing garbage is no-more an issue of cities now. This is a serious issue in small towns and villages as well.
Miran Sahib which is located just a few kilometers from Jammu airport is not a part of Jammu Municipal Corporation (JMC), with the result, heaps of garbage can be seen there. Similarly Bathindi and Sidhra areas are also littered with tons of garbage. Rural Sanitation Department needs to focus in such areas.
Projects can be undertaken under Public Private Partnership (PPP) as mandated under Swachh Bharat Mission Gramin (SBM-G). Let local NGOs be involved in waste management work after giving them necessary training. We should not only rely on outside NGOs for this work. Srinagar Municipal Corporation (SMC) has already involved local NGOs who had no experience in the SWM work but the experienced NGOs organized some capacity building programmes for such NGOs and now they are competent enough to work on the ground. The NGOs should be trained for IEC work. In addition technical NGOS can be involved in composting of organic waste , making Bio Gas from cow dung and processing and recycling of selected plastic waste.
