Vigilance registers FIR against Revenue officials, produces challan in other case

JAMMU, Feb 9: In two separate cases, the Vigilance Organization today registered a case FIR against some Revenue officials for giving undue benefit to a PoK refugee family and meanwhile also produced challan against other Revenue officials, accused of  tempering Revenue record and illegal attestation of mutation.
According to an official spokesman, VOJ  registered FIR against revenue officials and beneficiaries for managing illegal allotment of  16 kanals of land at Digiana Jammu and 51 kanals of land at Nowshera Rajouri.
Verification into the case was conducted on receipt of a complaint against Sudarshan Kumar and Kamal Kumar,  both sons of Amarnath Lakhanpal, a PoK refugee, who   after crossing to this side during 1947,  settled at Satwari in Jammu and  managed the allotment of about 115 kanals of land,  both at Jammu and Rajouri whereas he was  entitled only for allotment of 48 kanals of land as per the prescribed scale in lieu of the property he left in PoK.
During verification, it was  revealed that land measuring 32 kanals had been allotted in khasra No. 247 at Kartholi Samba and 15 kanals 2 marlas in khasra No. 64 at Narwal Pain Jammu in the name of  Amarnath Lakhanpal  and his family to which he was legally entitled. However, the beneficiaries  Shanti Devi, wife of  Amarnath Lakhanpal,  managed allotment of 5 kanal and 11 kanal land in khasra nos. 667 and 668 min respectively at Digiana Jammu. Thereafter  Sudarshan Kumar, son of  Amarnath Lakhanpal, also managed allotment of 51 kanals of land in khasra nos. 370, 372, 374, 375 & 376 at village Rajal Tehsil Nowshera, District Rajouri.
The aforementioned acts of omissions and commissions on the part of accused public servants and beneficiary prima-facie discloses the commission of offences punishable under section 5(1)(d) r/w section 5(2) J&K P.C Act Svt. 2006 and Section 120-B RPC. Accordingly case FIR No.4/2017 was registered in P/S Vigilance Organization Jammu and investigation is going on.
Meanwhile,  VOJ produced challan in the court of Spl. Judge Anti-Corruption Jammu against  Kalyan Singh,    then Naib Tehsildar Kamini (now retired),   Som Nath,  then Patwari Halqa Kamini (now retired),  Fida Hussain,   then Patwari Halqa Kamini and  Paras Ram (now expired) in case FIR NO. 27/2011 P/S VOJ.
The case  was registered on 03.12.2011 u/s 5 (1) (d) r/w 5 (2) J&K PC Act 2006 and section,467,468,471, 167, 120-B RPC after conducting a verification into the allegations pertaining to illegal attestation of mutation No. 109 and tempering of revenue record of village Kamini , tehsil Jammu by these Revenue officials.  On 30.07.1984,  Kalyan Singh the then  Naib Tehsildar Nagrota  and Som Nath the then Patwari Halqa Village Kamini by abuse of their official position and in pursuance to conspiracy hatched with Paras Ram (now expired) of  village Kamini, illegally mutated land under Khasra No. 13 min & 14 min comprising 10 Kanals 2 marlas and 13 marlas respectively vide mutation No. 109 of village Kamini U/S 4 and 8 of J&K Agrarian Reforms Act and also ordered correction of Girdawari  entries w.e.f Kharief 1971 to Kharief 1984 in favour of beneficiary  Paras Ram  in order to give undue benefit to him and themselves.
The allegations were substantiated during investigation against the accused persons.
