UDHAMPUR, June 2: Jal Shakti (PHE) Employees and Workers Association has alleged that UT Government is ignoring the genuine demands of the daily rated workers in the Jammu and Kashmir.
Addressing a press conference at PHE Complex here today Association president and senior Trade Union leader Som Nath strongly criticized the attitude of UT Administration. He alleged that UT Govt. was violating the Minimum Wages Act and failed to release pending wages of daily wagers for 6 years (2014 to 2020).
He further alleged that UT Govt was not framing the policy of regularization under SRO 64. The Central Govt. is releasing the funds but UT Govt was not clearing the pending liability. The poor workers are on the verge of starvation. The J&K UT is not implementing the laws of others UT.
Som Nath demanded regularization of CP/ITI/Land case workers. He said workers who have completed 7 years of service be regularized without any further delay. Many workers are working for more than 25 years but their future is not secure.
He said minimum wages to the workers be given accordingly as per Govt order and that too as per Delhi UT. According to the Minimum Wages Act nobody can be engaged in future (Regular and Daily Wagers).
He pointed out that there are no wages to the workers since last 70 months. The Government must clear all the pending wages of the workers in future and separate head of wages be created so that timely wages are provided to workers. The UT Govt by increasing the wages just at the rate of Rs 11/day is the interest of the backlog of the 08 years.
Referring to the shortage of staff Son Math said at present only a single worker is working where 4-5 workers are required. Workers should be engaged as per norms so that work may run smoothly and properly. He said the daily wagers who are retiring in the department are not getting any pending dues and they go to their homes empty handed.
Som Nath said that DPC should be conducted at Divisional level and provincial level. The DPC should be done at least twice in a year in Mechanical Division Udhampur.
Referring to the worst condition of duty rooms/ pump rooms, he said the condition of the these structures is very poor as compared to the rooms of the officers. The workers who are performing duties 24 x 7 are not getting any facilities till date.
Som Nath appealed to the Deputy Commissioner Udhampur not to adopt the transfer policy of the Class IV employees. There is acute shortfall of the workers in the department. Earlier there are more than 800 employees working in the department but now there are less than 400 workers due to retirement/deaths.
