JAMMU, July 20: Government today accorded sanction to the constitution of Union Territory Level Executive Committee (UTLEC), Union Territory Bamboo Mission (UTBM) and District Bamboo Development Agency (DBDA) for implementing National Bamboo Mission in the union territory of Jammu and Kashmir.
According to the order, Chief Secretary of J&K will be the chairman of UT Level Executive Committee while Administrative Secretaries of Finance Department, Department of Rural Development and Panchayati Raj, Agriculture Production & Farmers Welfare Department, Industry and Commerce Department, Science & Technology Department, Tribal Affairs Department and Forest, Ecology & Environment Department shall be its members.
Other members of the UTLEC shall be Vice Chancellor SKUAST-Jammu/Kashmir, a nominee of DAC&FW Union Ministry of Agriculture, representative(s) from NABARD/Lead Bank (senior most functionary in UT), Registrar Cooperative J&K, Director State Forest Research Institute J&K, Director Agriculture Kashmir, Managing Director AIDCL J&K and two experts (Production, Processing Designing and Product Development Industrial Promotion and Marketing) while Director Agriculture Jammu (Nodal Officer) will be member secretary of the UTLEC.
The tenure of the two expert members of the UTLEC shall be for 2 years from the date of their nomination. The UTLEC will approve the Action Plan of J&K UT before communicating to the Executive Council of National Bamboo Mission at National Level for approval and release of funds. It will also ensure effective implementation and monitoring of the scheme.
The UT Bamboo Mission (UTBM) will have Director Agriculture Jammu (Nodal Officer) as chairman while Additional PCCF J/K (Planning and Projects), Director Horticulture J/K, Director State Forest Research Institute J&K, Director Rural Development J/K, MD J&K Handloom and Handicraft Corporation, Director Handicraft and Handloom J/K, Director Social Forestry J/K, Director Industries & Commerce J/K, Director Agriculture Kashmir, MD AIDCL J&K, Registrar Cooperative J&K, Director Research SKUAST J/K, Additional Director JK Science and Technology & IC and a representative from NABARD/LDM shall be members of the UTBM.
The UTBM shall organize base-line survey and feasibility studies in different districts to determine the status of bamboo production, its potential and demand and tailor assistance accordingly. It shall work towards setting up of Bamboo Economic Zones as per location of hinterland and industry requirements.
It will prepare perspective and annual UT Level Action Plan in consonance with mission goals and objectives in close coordination with Bamboo Technical Support Group (BTSG) and oversee its implementation. It will also receive funds from the UT Government and other sources for carrying UT Mission activities, maintain proper accounts thereof and submit utilization certificates to the concerned agencies.
The UTBM will furnish periodic progress reports to SLEC for onward transmission to the NBM (DAC&FW), Ministry of Agriculture and release funds to the implementing organizations and oversee monitor and review the implementation of the programmes. It will assist and oversee the implementation of the Mission’s programmes in the UT through Farmers Cooperative Societies, NGOs, growers, entrepreneurs, associations, self-help groups, UT institutions and other similar entities.
Further, the UTBM will organize workshops, seminars and skill development/training programmes, participation of artisans in exhibitions/trade fares, etc for all interest groups/cooperatives/associations as per action plan approved.
The District Bamboo Development Agency (DBDA) will have District Development Commissioner as chairman while General Manager DIC, Assistant Commissioner Development, Chief Horticulture Officer, District Panchayat Officer, Deputy Registrar Cooperative J&K, Assistant Director Handloom and Handicraft, Divisional Forest Officer, DFO Social Forestry, Project Officer of Science & Technology, and representatives from NABARD &LDM, KVK and FPO/Growers Associations /SHGs shall be its members. Besides, Chief Agriculture Officer will be member-secretary of the DBDA.
The DBDA will approve District Annual Action Plan based on the requirement and specific needs of the districts, compile all proposals for sending to the UT Bamboo Mission for appraisal and scrutiny and ensure coordination between the line departments. It will oversee, coordinate and control all activities at District Level and will ensure organization of training, seminars and exposure visits to the identified farmers under National Bamboo Mission.
Further, the DBDA will submit the monthly progress report under the scheme. It will also release assistance to the beneficiaries under the scheme.
