UT administration again at peoples’ doorsteps

After duly nursing the levels of achievements of two phases of ‘Back to Villages’ programme , entire administration of the Union Territory feels emboldened to do a repetition of the exercise for the third time for full one month. For every innovative and creative policy , scheme , decision or a programme , initial hiccups in implementation must not deter the administrative apparatus from surmounting the difficulties and forge ahead with the mission. We know, as a result of the previous two missions emerging on the whole enviably successful, lot of small and medium projects of infrastructure and development which were languishing for quite some time, even were abandoned , were not only completed but newer projects too accorded sanction as a result of participation and involvement of the people to the levels beyond expectations. The exercise called as ”Jan Abhiyan” or ”Awami Muhim” has started from September 10 to last for full one month.
The administration is tasked to improve the sensitive delivery system and prove it on the ground, listen to and arrange redressing of grievances and also to focus on the most important aspect of accelerating developmental activities. Whatever the method employed, whatever the magnitude of services rendered and the extent of appraising of ongoing works on the current projects , one thing is doubly sure and that is the restoration of confidence and the trust of the people in the administrative mechanism and that, we think, in itself is an acknowledgement of what should have been done earlier to harness better and all pronged results. Under the fresh initiative, special camps are proposed to be held at district, sub-divisional, tehsil, block and Gram Panchayat levels. This will help the administration in getting on the spot, feedback in respect of issues brought into its notice last time and to devise remedial alternatives. The aim is also to ensure and see that the benefits of Centrally Sponsored Schemes reached the targeted people.
The Government knows fairly well that most of the works on the projects get stuck up due to paucity of funds which we saw last time being taken care of which resulted in hundreds of small and even medium projects getting completed. Recently, sanction has been accorded to additional Rs. 10 lakh for each Panchayat ostensibly to make sure that the fresh initiative starting from Sept 10 yielded more than expected results . There is one programme called as Adhikar Abhiyan under which the district administration was to hold special camps across districts so as to identify the targeted population for each and every service , individual beneficiary schemes and various certificates in order to ensure that 100 % of targeted population was covered. It is reported that in addition to other services like issuing of Domicile and other certificates, pensions, scholarships, Aadhar and Kissan cards etc, even the most sought after Driving Licenses and registration of vehicles too, have been brought under the ambit of the services chapter. It is really an initiative of the Government deserving commendation.
We feel such initiatives were also required for cities and other urban areas where problems faced by the people were no less, rather in majority of cases, were comparatively more in quantum and extent. Motor Vehicles Department and the services supposed to be rendered to aspiring citizens like issuing /renewing of licenses, registration and ownership transfers, fitness of vehicles and other allied services in the twin capital cities are far from satisfactory especially during the trying days of Corona pandemic. Although the validity period of important documents like licences etc has further been extended by Ministry of Road Transport and Highways from September 30 to December 30, 2020 , still the Motor Vehicles Department should extend its services to city dwellers also . However, like the previous two initiatives , officers are required to visit the Panchayats and the personnel associated with them to get the involvement of the people , share their views and expectations so that the district authorities devised requisite mechanism for action taken and redressing the issues on the spot. We are sure results of the fresh initiatives of the UT Government were going to be better than the last ones.
