Unlocked e-stamp usage scam

The Crime Branch Jammu conducted raids in the Bishnah and Greater Kailash areas to uncover a multi-crore e-stamp usage scam. The gravity of the situation lies in the fact that numerous complaints concerning the improper use of unlocked e-stamps for registering vast chunks of land at the SDM South office have been lodged. These complaints prompted the subsequent raids, and it is alleged that this misuse has resulted in substantial financial losses for the Government. Following the serious nature of the matter, the Government has appointed the Inspector General of Registration, Jammu and Kashmir, as the inquiry officer. The objective is to conduct a comprehensive investigation into the issue within a week. This case highlights a major loophole in the e-stamp system that needs to be addressed at the national level. The introduction of online transactions for e-stamp papers was intended to combat counterfeit stamp papers, but this scam involving tampered e-stamps has undermined the very purpose of e-stamping.
This situation becomes even more condemnable because it not only tarnishes the reputation of the legal profession but also breaches the trust of their clients. While cyber frauds conducted by organised criminal networks are one issue, the involvement of practising advocates in such activities warrants a thorough investigation. All those found to be involved in these fraudulent activities must be held accountable under the law. Stringent actions, including legal proceedings and potential actions by bar associations, must be initiated if proven. With an inquiry already ordered by the Revenue Department, and a report expected within seven days, the Crime Branch must conduct a professional investigation to uncover the network involved and bring the culprits within the ambit of the law.
