In an era where information is power, the Union Cabinet’s approval of the ambitious ‘One Nation One Subscription’ (ONOS) scheme marks a transformative leap for India’s higher education and research landscape. By allocating Rs 6,000 crore for three years, the Government has taken a bold step toward democratising access to scholarly journals and research publications. This move is not just about facilitating access to information but is emblematic of a deeper commitment to building an innovative, knowledge-driven society aligned with the goals of Viksit Bharat by 2047 and the National Education Policy 2020. The ONOS initiative is a game-changer for India’s intellectual and academic community. With over 6,300 institutions, including Government-managed universities, colleges, and research centres, poised to benefit, the scheme has the potential to impact approximately 1.8 crore students, faculty and researchers. The crux of the program lies in ensuring equitable access to high-quality academic resources, particularly for institutions in tier-2 and tier-3 cities that often struggle with limited access to global scholarly databases due to financial and infrastructural constraints.
India’s education and research sectors have long grappled with disparities in access to academic resources. Students and researchers in prestigious institutions often enjoy access to expensive journals and databases, but those in smaller or underfunded colleges are frequently left behind. This digital divide hampers academic growth, perpetuates inequalities, and stifles innovation. The ONOS scheme addresses this gap by creating a unified national subscription model through the Information and Library Network. Often sidelined in the national education discourse, these institutions now have access to the same high-quality resources as their urban counterparts. Another key consideration is the focus on Indian authorship and research. While providing access to global publications is crucial, it is equally important to promote indigenous research. ONOS can play a pivotal role here by encouraging Indian researchers to publish in internationally recognised journals while also supporting Indian journals to gain global visibility.
