Transfer policy for Teachers

Sir,
The article “Wanted: A transfer policy for teachers”, DE Jan  24  carries very logical and practical suggestions to frame a new transfer policy for teachers once for all. The writer has rightly evolved and suggested that the  teachers who opt for city postings, should be given less allowances than that of teachers posted in remote and rural areas so that if any one opts for city posting that should be at the cost of their allowances and other conditions.
The writer has rightly pointed out that the  City Compensatory Allowance (CCA) should be minced from the pay of teachers, lecturers etc., posted in and around the City and  for the teachers who are posted out of City i.e. in remote villages and  in rural areas, Village Compensatory Allowance (VCA) should be introduced for them.
Moreover, the HRA should also be minced for the teachers opting for city posting and it (HRA) should only be for the teachers posted out of Municipal or Town Area Committee limits i.e. in remote and border villages and other remote areas.
Further for permanent postings in some one’s home town within the radius of five kms for whole of service, it is a good idea that they would have to forego 50% DA during the posting period in home town. It should be for all categories of teaching staff i.e. teachers, master, headmasters, lecturers and principals etc.  It means only 50 percent  deduction in DA and beyond it and also not reduction in service of one year for anyone.
This way, it is true that only the genuine applicants shall opt for city posting at the cost of their CCA, HRA and DA. Whereas on the other hand,  surely, many of our teaching employees shall prefer to serve in villages and remotes areas for availing extra Village Compensatory Allowances, HRAs and extra DAs.  And the result shall be focus on villages and remote areas and the student  community of these remote areas shall be very well served.  Moreover, the periodical exploitation of teachers by some brokers for their transfers and adjustments, particular in cities, shall wither away.
So, let the Government (Commissioner Secretary Education Department) take notice of these views for the welfare of general society.
