To strengthen PRI system, Govt appoints 1395 Panchayat Secys

Will be involved in implementation of schemes

JAMMU, May 22: In a major bid to strengthen the Panchayati Raj System, the Government has issued selection list of 1395 Panchayat Secretaries for appointment in various districts. They will play multifunctional role to deliver the welfare and developmental services at the grassroots level.
Earlier, the Government appointed 1889 Panchayat Accounts Assistant. More than 3400 vacancies have been filled in the Department of Rural Development and Panchayati Raj with issuance of the latest selection of Panchayat Secretaries.
The J&K Administration under Lieutenant Governor Manoj Sinha has taken a series of steps for strengthening the institution of Panchayati Raj System and recently the process for revision of Panchayat Electoral Rolls has also been completed by the State Election Commission in coordination with Rural Development Department, besides inclusion of reservation for Other Backward Classes.

The newly selected Panchayat Secretaries will be instrumental in implementation of schemes like MGNREGA, Rashtriya Grameen Swaraj Abhiyan, Pradhan Mantri Awas Yojana, Swachh Bharat Mission, Water Shed Development, besides many Centrally Sponsored Schemes and assisting the field officers in effective service delivery which will go a long way in strengthening the functioning of the Panchayats, official sources said.
The posts were referred by the Rural Development Department to the Service Selection Board which completed the selection process for all 1395 posts and issued the final selection list yesterday. The vacancies of Panchayat Secretaries have been filled in various districts in this list which include 120 in Anantnag, 42 in Kulgam, 60 in Pulwama, 38 in Shopian, 30 in Bandipora, 122 in Baramulla, 33 in Ganderbal, 95 in Budgam, 122 in Kupwara, 53 in Jammu, 34 in Samba, 102 in Kathua, 95 in Udhampur, 58 in Reasi, 69 in Doda, 43 in Kishtwar, 62 in Ramban, 118 in Rajouri and 98 in Poonch.
Pertinently, the selection process which was stayed earlier in a bunch of litigations was recently cleared by the J&K High Court after submission by the Department of Rural Development & Panchayati Raj and the J&K Service Selection Board, besides clearance under the provisions of the Model Code of Conduct under force by the Election Commission of India.
Secretary, Department of Rural Development and Panchayati Raj, Dr Shahid Iqbal Choudhary informed that in line with announcement made by Lt Governor Manoj Sinha for strengthening the service delivery system in the department through qualified human resource, the department has been actively working with the Service Selection Board and Law Deptt for clearing the legal process. He commended the proactive role of Service Selection Board for transparent selection process and welcomed a talented human resource pool in the department. He also indicated that the LG Administration is actively working on career benefits to MGNREGA staff including a recent hike in renumeration of field staff and several proposals in pipeline for other categories including Program Officers, GRS and CIC operator.
