Corruption and scams ridden Jammu and Kashmir Projects Constructions Corporation (JKPCC) is slated to be probed into by the Crime Branch of the Jammu and Kashmir Police for various omissions and commissions, the ground for which has been built by the Fact Finding Committee (FFC) comprising responsible State authorities headed by Principle Secretary Planning, appointed by the Government as instances of large scale irregularities have been reported to have been committed in it. The report is said to be a large and billowy but a lucid one responding to which, the Government has handed over the investigation to the Police.
It is not out of context to point out that many employees particularly holding responsible positions in State Departments specially like the one under reference, think the Government job as a means to loot public money and assets and make quick fortunes . That in most of the cases detection is at quite a late stage and audits, inspections, rules and procedures are treated as irrelevant and “unduly interfering” apparatus in the shoddy dealings and corrupt practices, a deeply ingrained feeling which needs to be deflated very strictly . It is again unfortunate that the suspected employees are not forthwith suspended and not allowed to enter offices except by restricted permission to pre-empt tampering of records, vouchers, tender allocations, nominations and other flagrant instances of violating norms and set procedures. The probe should be speedily concluded followed by prosecution and punishment.
