Terror Strikes Jammu Now

The encounter in Khour, Jammu, where three foreign terrorists infiltrated from the LoC and struck an Army vehicle, raises issues about renewed threats and the efficacy of counterterrorism measures in the region. The incident is a stark reminder of the persistent security challenges that J&K faces along the LoC and the continued efforts by hostile elements to destabilise peace in Jammu and Kashmir. While security forces have made commendable efforts to contain this incursion, the event is a signal that further vigilance and a multi-pronged approach are necessary to counteract future such terror attacks.
An early-hour terrorist attack on an Army vehicle marked the beginning of a prolonged gunfight. Special Forces, Quick Reaction Teams, BMP-II infantry combat vehicles, drones, and helicopters were rapidly deployed, signalling the urgency and severity of the operation. In this instance, the security forces preparedness and swift response prevented a bigger tragedy. Their tactical precision led to the elimination of one of the terrorists, while the others were cornered and eliminated the next day. The loss of a service dog, Phantom, is a tragic yet emblematic sacrifice of the loyalty and dedication displayed by the forces.
One disturbing aspect of this incident is that the terrorists reportedly asked villagers praying in a local temple to evacuate, aware of the inevitable firefight. This brazen act points to the terrorists’ clear intent to intimidate and disrupt local communities. The tragedy could have been much bigger had the terrorists targeted devotees themselves. That these terrorists were suspected to be part of a “fidayeen” highlights the level of threat posed and the premeditated aim to inflict heavy casualties among security forces and was a clear attempt to disrupt life ahead of the Diwali festivities. Security agencies acted smartly this time using all the resources at their disposal, including the involvement of BMP-II infantry combat vehicles. The use of this kind of equipment safeguards against collateral damage. These assets, equipped with night vision and anti-tank weaponry, have historically been used in wartime contexts and indicate the Indian Army’s seriousness in combating terrorist activities.
Another issue is that Battal, the site of the attack, is known for its history as an infiltration route. Local and police reports have previously indicated suspicious movements in this area. It is a serious matter that terrorists are still able to cross LoC and travel up to Battal unchecked. Security checkpoints have to be placed to check their movements. The use of advanced technologies, such as drones and infrared capabilities, in collaboration with local intelligence, can significantly enhance efforts to prevent such encounters.
There is also a broader pattern to consider: Jammu’s latest encounter is part of a surge in terrorist activities in Kashmir, where recent weeks have seen seven attacks, leading to the deaths of 13 individuals, including two soldiers. This trend suggests that despite extensive counterterrorism initiatives, the adversaries’ intent and ability to penetrate borders and plan attacks remain unmitigated. In light of this, strengthening intelligence-sharing mechanisms, especially at village levels, is a must. Empowered local VDGs can serve as frontline defenders against infiltrations. Activating VDGs in such regions can offer tactical support to the forces and build a secure network within vulnerable regions. Such cooperation between civilians and security forces is essential, and it is commendable that the police and army handled the situation to perfection this time.
The persistent cross-border terrorism requires a recalibrated national strategy that includes enhanced domestic preparedness. The Government must invest in technological advancements that could better secure the LoC. Surveillance technologies, satellite imagery, and artificial intelligence could play a crucial role in predicting and preempting terrorist infiltration. The encounter in Khour serves as another reminder that terrorism remains a persistent and evolving threat to the safety of Jammu and Kashmir. Consistent vigilance is the only safeguard against terrorism.
