Teachers need SED nod for higher studies

SRINAGAR, Oct 15: The Government has taken a serious note of employees of the School Education Department (SED) going for higher studies without seeking approval from the competent authority.
As per officials, the employees, particularly, the teaching staff, now need to approach the department well in time before going for the higher studies so that necessary arrangements are put in place in order to avoid messy affairs in the department.
The officials said that in this regard, a circular has already been issued after it was observed that the employees used to go ahead with their higher studies without getting the necessary permission in this regard.
“It was been observed that the employees of School Education Department especially the teaching staff is pursuing higher studies without seeking proper permission from the competent authority and without sanctioning of requisite leave,” the officials said.
It is to be noted here that there were rampant complaints about the teachers going on to pursuing higher studies without getting the required approval in this regard, which then resulted in the shortage of staff in the educational institutions which required action by the Govt which has now come in the shape of the circular that has been issued.
The circular issued in this regard also stated that the officers/officials have been availing one-time exemption for post-facto permission repeatedly and that such an act by the teaching staff has been creating great indiscipline in the Department and depletion of teaching faculty at the institution level.
The circular stated that in order to avoid the chaotic and messy situation arisen in the Department and to streamline the system, “the post-facto permission for obtaining a higher qualification is abolished henceforth.”
The officials said that the cases of candidates who have joined the course up to 31.12.2020 shall only be considered as per merits. “No case shall be entertained where admission to the course started from 01-01-2021 onwards,” the officials said.
Also, the candidates who intend to pursue higher qualifications have been directed to approach the competent authority at least 6 months before the commencement of the course, “for seeking necessary permission and shall join the course only after sanction of the leave.”
Keeping the gross violation committed in this regard by the employees, the Government has also decided that if any officer/official is found involved in this practice, his DDO shall be personally responsible.
“…the expenses borne by the Government on the studies of Officer/official shall be recovered from the personal account of the DDO. Further, action, as warranted under Rules and Regulations, shall be initiated against the delinquent Officer/official,” the circular read.
