Teachers’ Federation demands transparent transfer policy

JAMMU, Feb 11: The All Jammu, Kashmir and Ladakh Teachers’ Federation, affiliated to Akhil Bhartyia Rashtriya Shaikshak Mahasangh, has demanded a transparent transfer policy without any interference in the Education Department. The federation also sought suitable adjustment of surplus masters and teachers.
These demands were raised during the meeting under the chairmanship of Devraj Thakur to discuss the issues of employees, especially those working in the School Education Department.
The meeting discussed the issues, such as service conditions of teachers, infrastructure in educational institutions and matters related to the shortage of non-teaching and teaching staff in schools, especially in the far-flung areas of the Union Territories of J&K and Ladakh.
Speaking on the occasion, Thakur demanded immediate filling of posts of teaching and non-teaching staff in the institutions. “There is a need to start regularisation of all cadres of the department at the time of their promotion and teachers should be exempted from extra-academic duties as assured by the Education authorities with the immediate effect,” Thakur said.
Other demands raised during the meeting included suitable adjustment of surplus Masters and teachers and newly promoted Lecturers working in different schools of both UTs.
During the discussion, speakers claimed that the State Government had failed to implement a transparent transfer policy which had affected the academic standard in the institutions. They said a pick-and-choose policy had been adopted by the department without taking into the consideration of needs and strength of the institutions.
Thakur said that the teaching community is no doubt losing the faith in transparency, accountability and justice in School Education Department adding that whenever the matter of transfers comes, the exercise mostly remains confined only to prepare transfers proposals as was seen last year also since no approval was made by the concerned head.
“Whereas scores of teachers are enjoying their luxurious posting in the cities and soft zones despite their over stay of more than 5 -10 years at a single place,” they said adding that when already there is a transfer policy issued by GAD vide order No 861-GAD of 2010 and transfer policy issued by Education Department vide order No 622-Edu of 2015 in vogue, why the same was not being implemented?
