It is great of PM of India Narendra Modi to give a call for Janta Curfew and declare ‘country wide lockdown’ to control / contain Corono Virus (COVID-19).
The Prime Minister’s call for Janta Curfew was the best and was appreciated, accepted and respected by almost everyone.
There is no doubt that India’s efforts are the best as compared to the rest of the World but, in my view, the team Disaster Management as well as the State Govts, do not their job properly to look after the community living on daily earnings in different parts of the Country.
The Govt should have considered and issued directions simultaneously for immediately creating larger Tenting Townships at different places like in Delhi NCR (Noida, Gurugram, Faridabad as well as in Delhi) with basic medical, sanitary needs and common kitchen for poor’ at no charges. This, in my view, would have been lesser expensive as compared to the cost to be involved for extending lockdown for more number of weeks due to the migration of daily earning workers forced to act as carriers to far flung rural areas of the country. This mess will definitely be a great loss both financially as well as to lose on our many honest hard working persons.
We all have seen during the recent elections the Political parties arranging for free food, transport, spaces and tents for a rally of 10 lacs plus participants in a short notice at various places and even at times had cut the crops from fields to facilitate such larger rallies of their Super Leaders.
The Govt of India could airlift and bring all overseas stranded Indian Nationals from different places but failed to issue directions to the local administration and State Govts to take into account the domestic nationals who are electing the State and National Government.
We have observed migration from different parts of Delhi NCR to Anand Vihar Bus Stand, numbers may be apx plus 500,000, which has been on a false call / message. Quite possible that has been done by some anti nationals and sleeper cells who do not want Govt of India to have success in their efforts to control and contain Corona Virus within the planned period of 21 days. The Central Govt agencies may please look into the origin of such false message / call and punish such persons appropriately.
However, the State Govts as well as Credible NGOs may come forward to help contain all migrants at places they are at by providing them reasonable Tents, Medical Facilities, Common Kitchen and basic sanitary provisions. This definitely is doable as many of us have seen the arrangements at Paryagram during Maha Kumbh, where during the period 20 Crore persons had visited and stayed comfortably.
It is not late to place all migrants at places where ever they are till the things settle down as per plans of the Govt.
It is very unfortunate, when we see millions of workers migrating back to their home towns, from big cities. The Govt may identify such employers / contractors / builders / factory owners and take strong actions against such persons for not supporting their workers during such national crises and making them to contribute to fail the Govt efforts and thoughts.
Most of the labourers in major cities are from UP, MP, Bihar and Oddisha, each State may contribute in proportion to the number of persons from respective States to help look after such families.
Surprising to see families with kids age ranging from 2 months onwards, are on roads migrating back to their home towns and are ready to walk on foot for a distance starting from 200 kms to 1200 kms which may take days and we will not be surprised if many of them do not reach their destinations.
I, once again, repeat that the State Govts and local administrations are responsible for this failure and mess. No one can expect daily earning persons to stay at any place, to pay for rentals, food and look after their families as they do not have enough to survive.
It is recommended that both State and Central Government may immediately help containing people at place they are at and providing larger Tents with basic needs such as common kitchen, basic sanitation, etc to control the Virus from spreading to the Rural Areas which will be unmanageable or else the Govt may run some trains from Delhi to Bihar which takes care of transit passengers.
