SVO books CAPD officials

JAMMU, May 25: The State Vigilance Organization (SVO), Jammu today registered a case against the officers / officials of CA&PD department.
Those booked by the Vigilance Organization included Krishan Lal, T.R Padha , Subash Chander Gupta , Bansi Lal and Gopal Krishan.
They were booked on the basis of a verification conducted with regard to the allegations of misappropriation of Rs. 1,46,99,793 by Bansi Lal, then TSO Majouri and Rs. 1,12,76,004 by his successor namely Subash Chander Gupta drawn from the office of Assistant Director CA&PD Department Udhampur.
Verification also revealed that during the period commencing from January 2007 to February 2009, the then Assistant Directors CAPD Department Udhampur namely Krishan Lal, T.R Padha and storekeeper namely Gopal Krishan have drawn an amount of Rs 1,12,76,004/- through cheque as advance freight charges for TSO Majouri.
Similarly, Bansi Lal, the then TSO Majouri, Krishan Lal, the then Assistant Director CAPD Department Udhampur and Gopal Krishan, then Storekeeper hatched a conspiracy among themselves, which was carried on by their successors namely Subash Chander Gupta then TSO and T.R Padha, then Assistant Director who prepared forged cash books and have shown disbursement of Rs. 92,51,021.75/- on account of freight charges among the various ration dealers of Tehsil Majouri. However, the ration dealers during verification refused to have received such amount.
By acting in this manner, the officers / officials of CAPD department, by abuse of their official positions, fraudulently and dishonestly misappropriated Government money to the tune of Rs. 92,51,021.75/- during the period commencing from January 2007 to March 2008 thereby causing huge loss to the state exchequer.
Verification also revealed that in order to hide this act of criminality, the officers/ officials have deliberately destroyed the record pertaining to disbursement amount which could have served as material evidence. Investigation of the case has been taken up.
