JAMMU, Dec 7: After detecting huge bungling and irregularities in JDA – the State Vigilance Commission (SVC) today issued summons to Special Secretary Housing and Urban Development Department.
Taking serious note of the allegations leveled against the then Vice Chairman JDA, the State Vigilance Commission has asked Commissioner Secretary to Government, Housing and Urban Development Department to furnish a detailed report clarifying his position. Moreover, Special Secretary Housing and Urban Development Deptt has been summoned to appear in person before the Commission along with the report, a SVC spokesman said here today.
In the backdrop of hearing a complaint against ex-Vice-Chairman Jammu Development Authority, the Commission observed that the Commissioner/Secretary to Government, Housing and Urban Development Department instead of enquiring the matter at his level had forwarded the report submitted to him by Vice Chairman, JDA to the Commission without endorsing his remarks.
The report reveals a series of bunglings and misdeeds committed by the ex-Vice-Chairman JDA, including allotment of 250 kanals of land to Krishna Hari Nand (KHN) Memorial Trust in 1994, without approval of the Government. The lease deed in such allotment was subject to permission of Medical Council of India for setting up a Medical College which was not granted, nevertheless, the land has been allotted to KHN Memorial Trust, the spokesman added.
He said in addition, the said Trust has raised constructions in violation of approved plan despite the fact that the sanction earlier granted to the Trust had already been cancelled. Further, the report reveals that services of some contractual employees had been regularized in violation of standing rules and norms which depicts lack of transparency and accountability in the Jammu Development Authority and the mala-fide intentions of the ex-Vice Chairman JDA.
